India must maintain relationship of respect with Pakistan: ex-NSA

Despite maintaining frosty relationships for the majority of their existence, punctuated by three wars and numerous stop-start peace processes, the nuclear-tipped hostile neighbours India and Pakistan must establish linkages for trade to flow in the region.

This was stated by speakers on the second day of a regional conference on “Connectivity and Geo-Economics in South Asia”. The conference was organised by the Pakistan Institute for Peace Studies (PIPS), an Islamabad-based think tank.

Lt Gen (retd) Nasser Janjua, who had earlier this week resigned from the National Security Advisor (NSA) host seat after spending nearly three years in the role, reminded that India must maintain a relationship of respect with its eastern neighbour.

New Delhi and Islamabad have seen their relationship deteriorate in recent months particularly over cross-border firing across the Line of Control in the disputed Himalayan territory of Kashmir. The region has erupted as a flashpoint after Indian forces killed separatist leader Burhan Wani in July 2016, sparking an indigenous uprising in the valley.

Lt Gen Janjua, though, argued that economy and security were two sides of the same coin with one having a causative relationship with the other.

Noting that stability in South Asia is often a pre-requisite for its connectivity, it is only through connectivity that economic growth that stability can be brought about, he argued.

The outgoing NSA also reminded New Delhi that its burgeoning economy needed access to the rich markets of Europe via Central Asia. Pakistan, he said, was the only country which could provide India with the access it truly desired.

Janjua also pointed out the predicament with the multibillion-dollar bilateral project, the China-Pakistan Economic Corridor (CPEC). He said that without involving India in the project, free trade in the region was quite difficult.

Participants of the conference explored how to achieve connectivity in a region that is beset with old rivalries and instabilities. Some argued that the habit of thinking everything in terms of geopolitics has to change and that the lens of geo-economics should be donned if the region wants to draw maximum benefit from economic initiatives.

Others asked if China’s Belt and Road Initiative (BRI), to which countries like Pakistan have already signed, can help achieve that connectivity.

Lt Gen Janjua said Pakistan has a central role in the emerging geo-economic order of South Asia, as it can help connect the countries economically.

Even India cannot trade with this part of the world without Pakistan on board, he said.

Indian scholar Sudheendhra Kulkarni, though, wondered if Pakistan’s vision of connectivity projects only westwards, suggesting that the eastern side should also be included more clearly.

As to Pakistan’s relations with India, the former NSA Gen. Janjua hinted that the bitterness of the past should be overcome.

As NSA, Lt Gen Janjua recalled, he had interacted with his Indian counterpart in “very good spirit”. He added that during their meeting, they “did not try to win arguments against each other.”

Meanwhile, Kulkarni shared that he had come to know that Pakistani and Indian diplomats have deliberated on almost all issues between the two countries, in quite a detail.

Another Indian scholar, Shanthie D’Souza, said that for connecting the region, small confidence-building steps were required.

One participant noted that the people’s narrative has to be different than the state’s narrative; another called for promoting religious tourism and medical tourism. It was also suggested that the academia of the two countries should also be connected with each other in a bid to bring the people of the two countries — who share many similarities — closer together.

Zainab case: Division bench to decide on public hanging

LAHORE: A Lahore High Court single bench referred a petition to a division bench to decide whether convict in Zainab’s rape-cum-murder case should be hanged publicly.

Justice Muhammad Anwarul Haq was hearing a petition moved by father of Zainab demanding public hanging of Imran Ali, the convict.

The judge observed that a division bench should decide the matter since the convict had been sentenced under the Anti-Terrorism Act, 1997. Therefore, the judge referred the petition to the chief justice for its fixation before division bench.

Zainab’s father Amin Ansari had contended through counsel that appeals of the convict stood dismissed by all legal forums including the high court and the Supreme Court. He said section 22 of the Anti-Terrorism Act 1997 empowered the government to hang a convict publicly.

The counsel requested the court to order the government to ensure that the convict was hanged publicly to satisfy the requirement of deterrence in society.

An anti-terrorism court had on Feb 17, 2018 awarded death sentence on four counts to Imran Ali following a four-day trial conducted in the Kot Lakhpat central jail. The convict was also separately given life imprisonment and a seven-year jail term in addition to the death penalty. The LHC and the SC had dismissed his appeals against the sentence.

ECP to publish final list of candidates today

LAHORE: The Election Commission of Pakistan (ECP) will publish the revised list of candidates today (Friday). It is also the last day to withdraw candidature.

According to ECP notification, June 30 (Saturday) has been set as the last day for the allotment of election symbols, while June 29 as the last day to withdraw candidature for the elections. The ECP will also publish the final list of contestants on June 30.

The Pakistan Muslim League-Nawaz (PML-N) leader Maryam Nawaz withdrew her nomination papers from NA-125, which was considered the family’s stronghold and had PML-N supremo Nawaz Sharif and Kulsoom Nawaz securing victories in the general and by-elections elections respectively.

She was going to face Pakistan Tehreek-e-Insaf’s (PTI) Dr Yasmin Rashid. However, now she would contest the election from NA-127 on the party’s symbol of Lion. She will face PTI’s Jamshaid Iqbal Cheema from the constituency. Maryam’s lawyer Tanveer Zia submitted the party ticket for the constituency.

PML-N’s Hamza Shahbaz also submitted the party ticket on Thursday for NA-124 where he would contest against PTI’s Nauman Qaiser.

Other contestants who submitted their party tickets included PML-N’s Malik Saiful Malook Khokhar for NA-135. While from the same constituency, Pakistan Peoples Party (PPP) candidate Amjad Jutt also submitted his party ticket.

Candidates who withdrew their nominations included PPP’s Faiza Malik for NA-135, Hamza Shahbaz from NA-132 and PTI’s Aleem Khan from NA-131.

Furthermore, PML-N’s Khawaja Saad Rafique and Salman Rafique also withdrew their nomination papers from NA-129. From the same constituency, NA-129, Aleem Khan’s wife Kiran Aleem Khan also withdrew her nomination papers. In addition to that from NA-133, Tehreek Labaik Pakistan’s Muhammad Arshad also withdrew his nomination papers.

More withdrawals could happen today while PML-N’s other contestants for the 14 constituencies from Lahore are also expected to submit their party tickets on Friday and Saturday.

Meanwhile, candidates from the PTI did not submit their party tickets for the allocation of the party symbol – cricket bat. Hopeful for a ticket, PTI workers on Thursday held their protest outside the Lahore residence of PTI’s chief Imran Khan in demand of party tickets. PTI candidates will have to submit their party tickets on Friday and Saturday as June 30 is the last date set by the ECP for allocation of election symbol.
