The new policy introduced for the posting Medical Officers, who have completed the duration of trainee medical officers (TMOs) in MTI hospitals, is causing delay in their adjustments either on previous position in the district and Tehsil level hospitals or Rural Health Centers and Basic Health Units. Not only fresh MBBS doctors but the in-service medical officers serve as TMOs in the teaching hospitals which are now called MTI hospitals, after passing FCPS Part-1 examination.
Under the previous policy the TMOs were entitled to retaining lien on their previous slots and after the completion of mandatory training in teaching level hospitals as eligibility criteria for appearing in the examinations for different specialist cadres they used to resume duty as medical officers at the places of their previous incumbencies. The new policy has put the fate of 400 TMOs in the hanging balance. Their posting on priority basis at different categories of hospitals will help overcome the shortage of doctors but also benefit the people of getting both outdoor and indoor treatment.
The young doctors affected by this peculiar and shortsighted new policy have compelled them to run from pillar to post both in the Health Secretariat and office of Director General Health to get early adjustment as majority of them are also confronted with the stoppage of salary which they used to draw against their previous incumbencies. One wonders as to why the Dental Surgeon Health Minister, who is yet to get his PMDC Registration because of the reasons better known to him, is always bent upon keeping the young doctors in a state of turmoil. It is high time that Health Secretary and Secretary Establishment sort out the issue of postings of doctors who have completed the period of TMO.
