Monitoring Desk

KABUL: Meshrano Jirga members on Sunday criticized what the Taliban call their spring offensive “Al Khandaq” which the upper house members termed “as a war against Islam and Muslims” and urged the ulema council to condemn it strongly.

Two days back, the Taliban announced the launch of their spring offensive codenamed Al Khandaq.

The movement’s military commission has planned the annual operations, a Taliban statement said on Wednesday. The rebels have so far launched many attacks as part of the offensive.

The Meshrano Jirga on Sunday discussed the issue. Senator Gulalai Akbari from northeastern Badakhshan province said the Taliban were misusing the name of ‘Ghazwah al-Khandaq’, a 30-day-long siege of Yathrib (now Medina) by Arab and Jewish tribes in the seventh century. She said the Taliban were using the name of ghazwah which was against infidels while the Taliban were currently fighting against Muslims.

He urged the Afghanistan Ulema Council not to allow Taliban militants to carry their destructive activities under the name “Al Khandaq.”

Faisal Sami, another senator from northern Baghlan province, expressed similar views and urged security forces to prevent militants from reaching their naferious designs.

First Senate chairman Mohammad Alam Ezedyar, who chaired the session, said the Taliban should accept the golden opportunity of joining the peace process.

He believed the rebels would not appear for peace talks until they were militarily defeated.

Gunfight has intensified in Qilla Zaal district over the past two days. According to local residents, people have left their homes and moved towards the desert between Kunduz and Qilla Zaal.

A tribal elder, Muhammad Ibrahim Turkman told Afghan Islamic Press (AIP) most of the people have migrated from Aaqt Tepa area due to fierce gunfight between the Afghan forces and Taliban.

About 600 families had left their homes, leaving behind properties and cattle, he said. The government and relief agencies have not provided any assistance to the displaced people so far.

Most of the people have moved to Aabdan desert. However, some of them have taken shelter in Kunduz city, he said.

Meanwhile, chairman of Kunduz repatriation affairs Abdul Salam Hashimi confirmed that about 400 families had left their homes in Qilla Zaal district.

The survey of displaced people was difficult, he said. He, however, added they were striving to complete the process of survey after which assistance would be provided to the affected families.

The Taliban attacked Qilla zaal district bazaar the other day. Both the sides are unable to put complete control over the area so far.

According to Taliban, their fighters have captured the district bazaar as a result of spring offensive ‘Al-Khandaq’. However, the officials of Afghan National Army 209 Shaheen military corps said the commando troops had recaptured the district bazaar. The Taliban have retreated to far away areas after suffering heavy casualties.

Earlier, hundreds of families had left their homes due to gunfight in Aqtash district of Kunduz. They have received some assistance. However, most of them complain that nothing has been given to them so far.

PCB to shift ‘home’ to Malaysia if UAE fails to keep Oct-March corridor exclusive

Seeking to protect its commercial interests, especially the Pakistan Super League (PSL), the Pakistan Cricket Board (PCB) has asked the Emirates Cricket Board (ECB) to provide written assurance that the latter will not host any other league during the October-March corridor, a top PCB official told media.

“We have sought written assurances from the ECB that they will not host any T20 Leagues from October 2018 to March 2019 which could create a conflict of interest with our bilateral fixtures with Australia and New Zealand, and the PSL,” the official said.

The PCB has also made it clear to the ECB that it will look to Malaysia as a potential home venue if it fails to provide the assurance, he added. “If they do not give us these firm commitments, then we will consider the option of moving our fixtures to Malaysia. We have checked their facilities and they are up to the mark,” the official concluded.

The Afghanistan Cricket Board has already revealed that its T20 League will be held in the UAE in October this year. A T10 league is also lined up to take place in the UAE towards the end of the year.

The PCB had faced criticism last year for allowing its players to feature in the T10 league happening in UAE just months ahead of the PSL’s third edition. The board, however, had defended its stance saying it would have no impact on the league.

The UAE has been serving as Pakistan’s ‘home’ for the past few years after an attack on Sri Lankan team in Lahore forced international cricket out of the country.

Imran presents PTI’s 11-point agenda for upcoming elections

– Today’s Pakistan contrary to Quaid’s vision, says Imran at Minar-e-Pakistan rally

LAHORE: Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, addressing his party’s power show at the iconic Minar-e-Pakistan, lamented that today’s Pakistan is neither the vision of Quaid-e-Azam nor Allama Iqbal.

Addressing the rally, Imran, who earlier dubbed it a “Tsunami plus show”, expressed his gratitude to the participants for turning out in large numbers to witness the “historic” gathering.

“Whenever I gave a call to you, you never disappointed me,” he told the crowd.

Speaking about an 11-point agenda to make a “naya” (new) Pakistan, he said, “Ask yourself, why was this country made? Why, on this ground in 1940, did Quaid-e-Azam declare that we want Pakistan?”

Pakistan, today, is contrary to Quaid and Allama Iqbal’s vision, he rued.

“The Pakistan that Quaid-e-Azam wanted would afford equal rights to all citizens including the minorities, where the Hindu community, Sikhs, and Christians would be equal citizens. This country was to be formed on the model of Madina, where the basis of law was justice,” Imran said.

Quoting Prophet Mohammad’s (PBUH) example, the PTI chief said, “Prophet (PBUH) brought the entire Muslim nation towards truth and righteousness by way of his own example. The Muslim nation then ruled the entire world for 700 years but as soon as the royal system of kingdoms was established, the poor became poorer and the rich became richer.”

Referring to a visit by Prime Minister Shahid Khaqan Abbasi to the United States earlier this year, Imran said it was embarrassing for Pakistan to see its PM treated [with lack of dignity] at US airports.

“We are on crossroads today, on one end it’s disrespect and on the other, it’s dignity.”

Pointing to the foreign debt situation, he said the country is approaching a disaster. “We don’t have money to pay back loans and we’re taking loans to pay back loans.”

Pakistan has the highest number of out-of-school children after Nigeria, he noted.

Lamenting the state of healthcare in the country, Imran recounted his late mother’s battle with cancer and how it spurred him to build Shaukat Khanum Cancer Hospital.

“When my mother was diagnosed with cancer, I found out for the first time that Pakistan did not have treatment for cancer,” he said, as he recalled how the tragedy changed his life forever.

It was then that I learned, there were two [divisions] in our society: the rich, who could afford to travel abroad for expensive treatment, and the poor, who watched their loved ones die helpless, he narrated.

“It was then that I decided to enter politics, to make a just and equal Pakistan.”

“Remember this, an indebted country can never really be free,” he added.

Recalling his party’s struggle, Imran said people used to mock them. “In the first election, we got none, in the second election we got one seat. But today, we are the largest party in Pakistan. Time will prove that no one can defeat PTI.”

Imran Khan’s 11-point agenda

Laying out the 11-point agenda which, according to him, will help bring “one system of justice, reduce poverty and elevate the living standards of the poor”, Imran started with education.

1. Education

“No country can ever flourish without emphasizing on the education…all the Asian Tigers educated their children, the men, and the women,” said the PTI chief.

“3.5 crore children study in government schools. Half of Punjab’s budget is being spent on Lahore [alone]. I ask Shehbaz Sharif who’s ruling Punjab for 10 years, how many international-level universities did he establish?”

“Countries don’t flourish because of the roads and bridges, but when you spend on human development,” Imran lashed out at the present government, adding that the PTI will “invest maximum on the development of the people, on one education system in Pakistan.”

2. Health

The second point is about reforming the health system, he said. “When I can make SKMCH without government, I will [build] hospitals in Pakistan where the poor wouldn’t have to worry about money and the rich wouldn’t need to go abroad for treatment.”

Imran vowed to introduce a health insurance system modeled on the ‘Sehat Sahulat’ card in Khyber Pakhtunkhwa for the poor across Pakistan.

3. Revenue generation

Next up is how to generate revenue in order to rid the country of heavy debts, he said.

“We don’t have money to run the country, we are in heavy debt. I claim in front of you today that I will show you how to gather money from this nation,” said Imran as he resolved to revolutionize tax collection system in the country.

4. Corruption

Citing the example of his decision to expel 20 MPAs from his party for “selling votes” in the Senate elections earlier this year, Imran promised the people he will eliminate corruption from the country.

“We will stop money laundering, we will strengthen the NAB and FBR.”

5. Investment

Imran termed the overseas Pakistanis as the biggest investing potentials for the country and resolved to bring investments into Pakistan.

“We will reduce the tax on electricity and gas for our industries so that they could compete with Indian market,” he said.

6. Employment

Promising the youth much better employment opportunities, Imran said he would especially focus on boosting the tourism industry of Pakistan.

7. Agriculture

Imran said he would improve agriculture and the lives of farmers on ‘an emergency basis.’

“They work for the whole year and get nothing in the end. They are being exploited by the sugar mill mafia.”

8. Federation

The PTI chief resolved to strengthen the federation.

“We know how the injustice is being done to smaller provinces. I know more about Khyber Pakhtunkhwa,” he said.

9. Environment

Imran said the environment was a priority on the party’s manifesto.

“For the first time ever, the Khyber Pakhtunkhwa government paid special attention to the environment,” he said, adding that the party plans to plant 10 billion trees across Pakistan.

“We can even clean the rivers,” he said.

10. Police system

He stressed the importance of justice and the police system.

“Our Khyber Pakhtunkhwa police is totally depoliticized. There’s no victimization via FIRs, there not a single extrajudicial killings in the province while in Sindh Rao Anwar killed 400 people.”

11. Women

Imran promised the women of Pakistan to educate them.

“Whatever I am today, it’s all because of my mother who made me a patriotic person and raised me to be a truthful person.”

Give chance to PTI for once: Shah Mahmood

PTI vice-chairman Shah Mahmood Qureshi called on the people to give a chance to the party for once, and see the difference.

“This country saw dictatorship, all kinds of ups and downs.. People gave a chance to PPP four times, elected Nawaz Sharif three times, but is there any change?”

“Did people’s lives get any better after repeatedly giving a chance to PPP or PML-N? Now for once, give a chance to PTI and see the difference,” he said.

“Only Imran Khan can help change this country for the better,” he added.

Stand with Imran because I want change: Sheikh Rasheed

Awami Muslim League chief Sheikh Rasheed, addressing the congregation, said he has chosen to stand with Imran Khan and PTI because he was resolved to bring a change in the country.

“I want a change for the poor. There is no water, no electricity, no gas, no jobs, no governance. This Motorway and this Green Line, they have been built out of your pockets,” he lashed out at the ruling PML-N.

“These fraudsters, they are only honest till the next elections. I see an end to Nawaz [family] politics. In Pakistan, one thief goes, another thief comes.”

“I see Imran Khan as the most suitable, honest candidate. People make mistakes. But his conscience is clean. He is the image of Quaid’s vision for Pakistan,” Rasheed continued.

Saluting the Chief Justice of Pakistan, he said that Justice Saqib Nisar is waging jihad against the injustices and poverty.

He added that he could have continued to build his party, but he instead chose to support the PTI and Imran Khan.

Will make one Pakistan, not two: Fawad Chaudhry

Addressing the gathering, PTI spokesperson Fawad Chaudhry said his party, once in power, would make a unified “one Pakistan, not two Pakistans”.

“We will make a Pakistan where thousands others like Maryam [Nawaz] can access [quality] healthcare like she is able to ensure for her [ailing] mother,” said Fawad.

The public has spoken: Sarwar

PTI leader Senator Chaudhry Mohammad Sarwar, during his address, congratulated the nation for ensuring a successful and historic congregation.

“The public has spoken: Lahore, Punjab and Pakistan belongs to PTI,” he said. “The public has spoken: Imran Khan is the next prime minister of Pakistan.”

“Today, we are laying the foundation of a new Pakistan. We want a Pakistan where everyone is equal before law,” he continued.

He added that in Imran Khan’s Pakistan, all the power would lie with the municipal institutions, and called on the public to ensure PTI’s success.

Imran Khan will restore country’s dignity: Mazari

PTI leader Shireen Mazari vowed that Imran Khan will restore Pakistan’s dignity and “avenge the harm Nawaz Sharif has inflicted on the country.”

“Indian occupying forces are killing innocent Kashmiris, and what did Nawaz Sharif do? [He threw parties] at Jati Umra, he let the blood of the innocent spill.”

Imran Khan will avenge it, she said.

The Lahore you see is not the whole picture: Aleem Khan

PTI leader Aleem Khan said when in power, the PTI will work to ensure an exemplary education and health system across the country.

“The Lahore you see is masked Lahore. The image [Nawaz] shows of Lahore is not the whole picture,” he criticised.

“We’ll bring a health system in Pakistan just like Shaukat Khanum’s, where there’s no difference between the rich and the poor. The schools will be on the pattern of NAMAL university where deserving students will be given scholarship,” Aleem vowed.

“Nawaz, you looted more than Zardari,” he alleged, promising the people that “the day Imran Khan is PM, we’ll drag both Zardari and Sharif on the streets of Gawalmandi and bring back all the looted money of Pakistan.”

Imran Khan will bring system of justice: Asad Umar

PTI senior leader Asad Umar said Imran Khan will bring a system of justice to the country where “millions of children won’t be out of school and youth won’t need a reference to get a job.”

“The looters who made properties abroad have been asked to pay only 2% tax, while our middle class will pay more than 50% tax on basic utilities,” he lamented.

Shehbaz failed to take care of farmers: Tareen

Speaking about agriculture, senior leader Jahangir Khan Tareen said Shehbaz Sharif’s government in Punjab failed to take care of the farmers.

“A poor farmer has a separate Pakistan, he is deprived of his basic rights,” Tareen said, adding that the farmers will take revenge through their vote.

“It is the government’s responsibility that the poor farmers are provided with the loans, seeds and the reasonable rates which they deserve,” he added.

KP province topping surveys in human development: Khattak

Khyber Pakhtunkhwa (KP) chief minister Pervez Khattak presented the example of his province in areas of human development.

“We have tried our best to make a common man’s life better [in KP], you can check all the surveys of education, health, human development, KP topped [them all],” he pointed out.

The chief minister recalled that when his government took over, the province suffered from terrorism.

“Thank God, today with the hard work of police and other institutions peace is back in KP.”

Prior to this, the PTI had held a rally at Minar-e-Pakistan on October 30, 2011. Organisers claimed that today’s rally would attract similar if not larger crowds.

Imran Khan on Saturday spoke to local and foreign journalists about Pakistan’s foreign policy, saying it fell under the purview of civilian government. However, he said, it is necessary to discuss security matters with other institutions.

About Pakistan’s dialogue with India, Imran said talks could not be held as Indian Prime Minister Narendra Modi’s did not have a mindset for negotiations. Nevertheless, he had asked India [in the past] not to close doors for dialogue, the PTI chief added.

Regarding the tribal areas, Imran said the merger of Federally Administered Tribal Areas in Khyber Pakhtunkhwa was necessary but Jamiat Ulema-e-Islam-Fazl chief Maulana Fazl-ur-Rehman and Pakhtoonkhwa Milli Awami Party chief Mehmood Achakzai were coming in its way.

New party songs

As a part of preparations for the rally, PTI has also released three party songs, one of which has been sung by Rahat Fateh Ali Khan titled Dam Mast Qalandar.

The lyrics of the song have been penned by PTI leader Usman Dar.

The songs deal with the theme of ending corruption and iqama.

PM, Shehbaz call on Nawaz to discuss party, political affairs

LAHORE: Prime Minister Shahid Khaqan Abbasi and Pakistan Muslim League-Nawaz (PML-N) President Shehbaz Sharif met former premier and party supremo Nawaz Sharif at his residence.

Nawaz had summoned a high-level party meeting to discuss the ongoing political situation in the country.

The three leaders discussed political affairs of the country as well as the party’s strategy with regards to the upcoming elections, according to media.

Shehbaz’s son, MNA Hamza Shehbaz, also attended the meeting.

Shehbaz assumed the presidency of the party earlier this year following the Supreme Court’s ruling which barred Nawaz from holding a party office owing to his disqualification from Parliament last year.

Nawaz has been complaining of ‘pre-poll rigging’ in the form of corruption allegations and investigations against himself and party members ahead of the upcoming general elections.

Nawaz, his daughter and son-in-law have been facing a total of three corruption cases in the accountability court of Islamabad since his ouster in July last year.

CJP reprimands DIG for seeking undue favour through his son-in-law

LAHORE: Chief Justice of Pakistan Justice Saqib Nisar reprimanded DIG Ghulam Mehmood Dogar for attempting to seek an undue favour from the top judge.

Taking notice of the DIG approaching his family members for a favour, the CJP had summoned DIG Dogar before the apex court’s Lahore Registry.

“Who advised that you can seek undue favour from my family members,” Chief Justice Nisar questioned the police officer.

“How dare you approach my son-in-law to seek a favour from me? How dare you think that anyone can ask Chief Justice of Pakistan for an undue favour? I am on a path of jihad (struggle) and you are asking me for favours,” the CJP remarked.

The top judge then summoned his son-in-law Khalid Rehman to appear before the court and record his statement.

Rehman told the court that DIG Dogar, who is currently fighting a custody case of his children against his ex-wife, asked him for a favour.

“DIG Dogar wants the name of his former wife and children to stay on the Exit Control List (ECL),” the son-in-law informed the two-member bench.

The DIG then submitted an unconditional apology to the court as did the son-in-law.

Chief Justice Nisar then ordered that further case proceedings will be held in his chambers.

Last year, DIG Dogar’s former wife Mirjam Aberras Lahdeaho had filed a petition in the Lahore High Court seeking recovery of her sons from Dogar’s custody.

In the petition, she stated that she was a citizen of Finland and Canadian national and married Dogar 31 years ago. The petitioner said she had three children with him, namely elder daughter Zara, and two sons, Ghulam Qasim Dogar and Ghulam Jafar Dogar.

She said both the parents of Dogar, his brother, and his sister were also Canadian nationals.

Dogar had asked Aberras to send the children to Pakistan to spend the holidays with him last year. She sent all three children home and then the DIG allegedly refused to let them fly back to Canada.

Mirjiam claimed the respondent initially used delaying tactics and flatly refused to send them back after a few months, according to media reports.

Court hearings

Moreover, the court also held the suo motu hearing on vacant post of Chief Information Commission Punjab. During the hearing, the apex court directed the Chief Secretary Punjab to make the appointment on merit.

Separately, the Supreme Court also heard the suo motu case on appointment of vice-chancellors in 37 universities. The court summoned a report from the chief secretary pertaining to selection criteria.

Bilawal says will free Karachi from ‘Mustaqil Qaumi Musibat’

KARACHI: Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari came down hard on political rival Muttahida Qaumi Movement, stating his party will free Karachi from ‘Mustaqil Qaumi Musibat’.

Taking a jibe at his party’s arch-rival MQM, while addressing a party rally at Liaquatabad’s Tanki Ground, he said Karachi’s mandate has always been hijacked by use of force.

“PPP is not the party of target killers or sector commanders. We didn’t run the city’s affairs on directions received from London,” he said, adding that if the founder of MQM was considered wrong for his political stance, so should his associates.

“We were against the politics of MQM-founder from day one. How could those who couldn’t be loyal to their leaders be loyal to you? They may have parted ways with him but they are still pursuing his political stance.”

The PPP chairman appealed to the people of Karachi to vote for him. He claimed that his party had continued to work for the city’s development even after its mandate was ‘stolen’.

Turning the barrel towards Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, Bilawal said Imran was pursuing the politics of hate introduced by the MQM leader.

“Imran and the MQM founder, both, are a reflection of one another. Karachi was controlled by London and now Imran is planning to run the affairs of Karachi from his residence in Bani Gala,” he said.

The PPP chairman taunted Imran for taking Liaquat Jatoi in his party’s fold.

“Imran has now added a politician to his party who is the only Sindh chief minister to be dismissed over corruption charges.”

Bilawal further said that certain forces did not like the relationship between the people of the city and the party.

“Seeds of hatred were sown to stop PPP in Karachi; you have witnessed what happened in the last 30 last years,” he said. “Only those who love Karachi can resolve the issues of this city.”

Stating that Karachi was his home, he said his party was not ready to tolerate lawlessness in the city.

“We brought peace in the city by launching the Karachi Operation under Sindh CM Murad Ali Shah against terrorists and militant wings,” said the PPP chief.

Earlier, Sindh Chief Minister Murad Ali Shah had said that the PPP established peace in the city without shedding the blood of innocents and the people of the metropolis will never forgive people who torched down the Baldia factory.

“All developmental work in Karachi was executed under PPP’s tenure,” Shah said, adding that people of Karachi should support his party which was willing to serve them.

Taking a jibe at the PTI chief, he said that only the Bhuttoists, not Imran, can serve the people.

“Imran Khan is a cricketer, he should only play cricket,” he said.

Sindh CM said that the Pakistan Muslim League-Nawaz leader Nawaz Sharif doesn’t even stay for a day in Karachi. Shah said that his party’s leader, Bilawal, was born in Karachi and the party is proud to take ownership of the city.

Party leader Sherry Rehman while lashing out at the incumbent government had said the thieving government had looted the national exchequer and burdened the nation with a huge debt.

Arrangements for rally

According to the organisers, 30,000 chairs for party workers and supporters were set up along with a 120 by 40 feet stage at the rally ground.

Police had posted officials of the Special Security Unit on the route to the rally ground and inside the venue while 2,100 district police personnel were deployed to cover the event, including one SSP, five SPs, and 10 DSPs. Moreover, 100 female police officials were deployed for security duties.

A total of 100 police pickups and five bulletproof vehicles had patrolled around the site of the rally.

Finance minister dismisses possibility of financial emergency in Pakistan

ISLAMABAD: Minister of Finance Miftah Ismail reiterated there was no possibility of imposition of a financial emergency in the country.

Ismail, who was inducted as the finance minister ahead of the federal budget announcement for fiscal year 2018-19 earlier this week, said although Pakistan’s economy was not doing too well, it was not doing badly either.

Addressing an event earlier today, he informed that Pakistan has acquired a long-term loan of US$1 billion from a commercial bank of a friendly country.

On the recent spike in the dollar, Ismail lamented that there was no other option available.

Highlighting the relief announced in the Budget 2018-19, the minister said it would help increase the tax base and give an impetus to national growth.

Taxes in the real estate sector have been rationalised in order to encourage people to declare the real worth of their properties, he said.

Commenting on the new tax slabs recently announced by the Prime Minister, Ismail said the tax procedure has not only been simplified but its rate also reduced to facilitate the taxpayers.

On a question regarding increasing the petroleum levy, the finance minister said the government will pass on the reduction of international oil prices as it did in previous years.

Another $1 billion loan makes its way from China

ISLAMABAD: Desperate to boost foreign exchange reserves over the $11-billion mark, Pakistan has received another loan of $1 billion from the China Development Bank as authorities remain adamant, at least in public, not to read the writing on the wall.

Pakistan secured financing of $1 billion, said Dr Miftah Ismail, the newly-appointed finance minister, while addressing a post-budget press conference. He did not officially disclose the name of the Chinese institution.

However, The finance ministry said the China Development Bank has given $1 billion out of an estimated $1.5 billion. In its revised estimates, Pakistan has budgeted about $2 billion injection from Chinese financial institutions alone. This includes $1.5 billion from the China Development Bank and $500 million from the Industrial and Commercial Bank of China (ICBC).

With the fresh injection, Chinese financial institutions have so far given $2.2 billion to Pakistan to help the country steer through difficult times. Earlier, the ICBB gave $1 billion at three-month floating interest rate of London Interbank Offered Rate (Libor) plus 3.02%.

Earlier this month, the Bank of China also gave $200 million.

Disbursements of foreign loans remained at $7.53 billion from July through March of this fiscal year due to delay in release of some loans by Chinese financial institutions. The China Development Bank loan was initially expected to be disbursed in March.

Pakistan’s economy has come under pressure with external account worries remaining the focus of economic managers. With a widening current account deficit, foreign exchange reserves have slipped below $10.9 billion at the mid of this month. Chinese loans would temporarily stabilise reserves to close to a three-month import cover.

To a question, Ismail again said on Saturday that Pakistan would avoid knocking the doors of the International Monetary Fund (IMF). “We are trying our best to avoid the IMF package and today, have secured $1 billion financing from China,” said Ismail.

The government has been trying to contain the current account deficit and the increase in custom duty rates by another 1% is one such measure that will help control imports, said Ismail.

Independent economists predict that Pakistan will return to the IMF by September or October this year, as it cannot sustain the external account pressure without combined support of the IMF, the World Bank and the Asian Development Bank.

The government is so far navigating the crisis by taking expensive short-term foreign commercial loans. For the outgoing fiscal year, the government had budgeted $8 billion in loans that it has now officially revised upwards to $10.6 billion. However, the finance ministry’s internal plans talk about $12.5 billion minimum foreign borrowings for this fiscal year, ending June 30.

The public debt to Gross Domestic Product ratio has estimated to peak to 70.1% by the end of fiscal year 2017-18. This is the highest level in the past 15 years and also in violation of the Fiscal Responsibility and Debt Limitation Act of 2005.

For the next fiscal year 2018-19, the finance ministry has budgeted $9.6 billion in external loans, which are $3.4 billion less than the foreign financing plan Pakistan shared this month with Moody’s International, said sources in the finance ministry.

For the next fiscal year, the government has budgeted $3 billion foreign commercial loans and $2 billion worth of Eurobonds, according to Estimates of Foreign Economic Assistance 2018-19 that the government shared with the National Assembly on Friday.

It also expects slightly over $1 billion from Islamic Development Bank and $1.4 billion from the ADB.

Caffeine may slow Alzheimer’s disease

Islamabad : Although caffeine is the most widely consumed psychoactive drug worldwide, its potential beneficial effect for maintenance of proper brain functioning has only recently begun to be adequately appreciated.

Substantial evidence from epidemiological studies and fundamental research in animal models suggests that caffeine may be protective against the cognitive decline seen in dementia and Alzheimer’s disease (AD).

A special supplement to the Journal of Alzheimer’s Disease, “Therapeutic Opportunities for Caffeine in Alzheimer’s Disease and Other Neurodegenerative Diseases,” sheds new light on this topic and presents key findings.

Guest editors Alexandre de Mendonça, Institute of Molecular Medicine and Faculty of Medicine, University of Lisbon, Portugal, and Rodrigo A. Cunha, Center for Neuroscience and Cell Biology of Coimbra and Faculty of Medicine, University of Coimbra, Portugal, have assembled a group of international experts to explore the effects of caffeine on the brain.

The resulting collection of original studies conveys multiple perspectives on topics ranging from molecular targets of caffeine, neurophysiological modifications and adaptations, to the potential mechanisms underlying the behavioural and neuroprotective actions of caffeine in distinct brain pathologies.

“Epidemiological studies first revealed an inverse association between the chronic consumption of caffeine and the incidence of Parkinson’s disease,” according to Mendonça and Cunha.

“This was paralleled by animal studies of Parkinson’s disease showing that caffeine prevented motor deficits as well as neurodegeneration “Later a few epidemiological studies showed that the consumption of moderate amounts of caffeine was inversely associated with the cognitive decline associated with aging as well as the incidence of Alzheimer’s disease.

Again, this was paralleled by animal studies showing that chronic caffeine administration prevented memory deterioration and neurodegeneration in animal models of aging and of Alzheimer’s disease.”
