The answer in Afghanistan is reconciliation: Miller

KABUL (TOLONews): The US and NATO’s Resolute Support Mission Commander in Afghanistan Gen. Austin S. Miller said that the simple question that “why are we here?” evinces a lot of different answers as he defined the presence of the coalition forces in the war-weary Afghanistan.  

He said the answer in Afghanistan is reconciliation between the Afghan government and the Taliban.

The war has continued for 17 years. NATO and coalition forces are in for the long haul, and the Taliban cannot hope to wait out the coalition. The smart option is to reconcile and rebuild Afghanistan together,” Miller said as quoted in a report by the US Department of Defense on Saturday.

He said terror groups such as Daesh, al Qaida and others have no role in a new Afghanistan.

The US and NATO forces commander said 1,100 NATO and coalition troops have lost their lives in fight against “terrorism” in Afghanistan since 2001.

This is not just an American conflict or problem. Terrorists have struck London, Madrid, Paris, Nice, Bali, the Philippines, Mumbai and many other cities and countries,” he said.

Miller, who has been commander of the NATO mission only since Sept. 2, said that what the coalition troops are doing in Afghanistan makes their own countries safer and that they are protecting their fellow citizens.

The train, advise, assist mission allows Afghan security forces to take the fight to the enemy. They are working to give the Afghan government the security needed to provide stability. That makes the nation untenable for terrorists who want to make it a safe haven again,” said Miller.

This comes as the US and NATO forces vowed to help Afghan forces in security of the upcoming parliamentary elections.

Military analysts say that the foreign forces need to provide more training for more units in the Afghan army and police and continue to support and improve the Afghan Air Force.

Bid to smuggle 2.038 kg heroin to Saudi Arabia foiled, accused held at Islamabad Airport

ISLAMABAD : The Airport Security Force (ASF) foiled a bid to smuggle over two kilogram heroin to Saudi Arabia and arrested a drug pusher at Islamabad Airport on Sunday.

The ASF sources said that during search of baggage of a passenger leaving for Jeddah through a private airline flight at Islamabad International Airport, 2.038 kilogram heroin hidden in clothes was recovered.

The accused identified as Zarwarli, hailing from district Swabi of Khyber Pakhtunkhwa (KP) was offloaded and arrested.

The detainee and recovered heroin worth million rupees in the international market was handed over to the Anti-Narcotics Force (ANF) which after registering a case against him have started an investigation.

Governor House Peshawar to be opened for public today

PESHAWAR : The government of Khyber Pakhtunkhwa (KP), under the directive of Prime Minister Imran Khan, will open Governor House Peshawar for general public from Sunday.

According to a spokesman of Governor House, initially the Governor House will remain open for public on every Sunday.

Students of two girls colleges will visit Governor House on Sunday.

In future, it will be opened for families.

Pakistan desires resolution of all issues through comprehensive dialogue: Qureshi

UNITED NATIONS : Foreign Minister Shah Mehmood Qureshi told the United Nations General Assembly on Saturday that Pakistan desires resolution of all issues through a comprehensive and serious dialogue.

Addressing the 73rd session of UN General Assembly, Shah Mehmood Qureshi said, “Modi government wasted the opportunity for dialogue for the third time because of their negative attitude.”

He said that Pakistan will continue to comprehensive reforms in the UN Security Council. “Post-colonialism and cold war have left its imprints in the region,” he added.

Qureshi said Jammu and Kashmir’s dispute is the biggest hindrance to peace in the region, adding that the issue will not be resolved until implementation on the UN resolutions.

The Foreign Minister said that the Human Rights Watch’s report on the occupied Kashmir exposed India’s face.

“We welcome the report. It has validated Pakistan’s view. We call for the implementation on its recommendations,” he said.

“India can’t continue with the bloody mayhem on the pretext of terrorism for long. We will welcome a commission on occupied Kashmir. We hope India will do it as well,” he added.

Shah Mehmood Qureshi said that India has been violating the Lines of Control.

He said India in plain sight of the international community perpetrates state sponsored terrorism in Indian-occupied Jammu and Kashmir and other parts of India.

The Foreign Minister said there can be no lasting peace in South Asia without a just settlement of the Jammu and Kashmir dispute based on the UN Security Council resolutions and the will of the Kashmiri people.

He said India called off dialogue with Pakistan multiple times on flimsy grounds, preferred politics over peace – used the pretext of stamps issued of a Kashmiri activist and depicting grave human rights violations, including pellet gun victims, as an excuse to back out from the talks.

“Pakistan continues to face terrorism financed and orchestrated by India – shall never forget the mass murder of more than 150 children in a Peshawar School, the terrible Mastung attack and others that have links with terrorists supported by India,” he said.

“If India ventures across the LoC, or acts upon its doctrine of “limited” war against Pakistan, it will evoke a strong and matching response,” Qureshi warned.

“Pakistan wants to engage with all countries and neighbors on basis of peace & equality,” he said.

Serving Indian Naval officer Kulbhushan Jadhev provided evidence of Indian financed, planned and executed acts of terrorism and violence in Pakistan, he added.

“Pakistan is a country that’s most affected by climate change. That’s why our province Khyber Pakhtoonkhwa has taken part in plantation of 1 billion trees under the Bonn Challenge.”

Army helicopter crashes in Parwan; wounds 6 aboard

KABUL (Web Desk): A military helicopter crashed in Koh Safi district of Parwan on Saturday, wounding at least six army crews aboard.

Parwan governor’s spokeswoman Wahida Shahkar said that two Afghan army helicopters were landing in Mandiqo area of the district when one of them crashed due to a technical problem this morning.Six ANA personnel were killed or wounded in the incident, she said without giving further details.

Minister of Defense Spokesman Jawid Ghafoor however narrates a different count of casualty. He told AfghanistanTimes that only six crewmembers were injured in the crash.

Alkozai Ahmadi, commander of the Afghan Forces Coordination Center in Parwan, confirmed the helicopter crash, but provided no information about casualties.

However, a Taliban spokesman, Zabihullah Mujahid claimed that their fighters shot down the helicopter. He said all onboard Afghan commandos were killed in the incident.

Kashmir settlement must for peace in South Asia: Shah

Madam President,
Excellencies,
Distinguished Delegates,
Ladies and Gentleme

​May I begin by felicitating Madam Maria Fernanda Espinosa Graces upon her election as President of the General Assembly.

​The stewardship of this session by an accomplished leader of her ranking and stature,would undoubtedly lend to the proceedings of this Assembly greater credence and strength.

​I also commend Miroslav Lackjack for his able guidance of the previous session.

​We appreciate Secretary General Antonio Gutteres for his exemplary leadership of the organization, and support his efforts to instill a new sense of mission and direction in the United Nations.

​Our profound condolences over the passing away of former Secretary General Kofi Anan, who was a leading light and a driving force in taking the UN agenda forward into the twenty first century.​

​We expressed deep sympathy and condolences to the government and people of Indonesia for the damage caused by the earthquake and subsequent Tsunami.

Madam President,

​Two months ago, the people of Pakistan voted for change, for reform and for a fundamental shift in their paradigm of governance.

​They opted for a Pakistan, confident and compassionate, open and articulate, peaceful and principled.

A Pakistan that will engage with its neighbourhood and the world on the basis of equality and respect; a country that will seek resolution of conflicts and convergence of interests; and a state that will build upon common understandings, reciprocal commitments and shared ideals.

​Pakistan will brook no compromise on the interests of the nation, the sovereignty of the State, or the security of its people.

Our Government is keen to pursue a policy of partnerships for peace, security and prosperity in our immediate neighbourhood and beyond.

​We seek a peaceful environment to promote our development agenda both at the national level and in our region.

Madam President,

​I stand before this Assembly as the representative of a quintessential developing country, that has at its heart, the welfare of its people.

​Under the leadership of Prime Minister Imran Khan, we have begun giving shape to the vision of a new Pakistan through a set of integrated policies and programmes.

Madam President,

​The world faces a moment of inflection. The very foundations, the very principles on which the edifice of global order is constructed are under assault.

​Inequality within and among nations is on the rise.

​Forces of protectionism, populism and isolationism are gaining currency. Intolerance is ascendant over acceptance; rhetoric over reason, and power over principle

​Where the world needs bridges, we see fortifications; where it needs highways, we see blockades, and where it yearns freedom, we see cages.

​New forms and manifestations of imperialism are appearing. Multilateralism is on a path of retreat. Unilateralist tendencies are growing. Long standing legal norms are being eroded for strategic and commercial considerations.

​Dark clouds of trade wars are looming large on the horizon. Challenges of climate change, environmental degradation, pandemics, transnational organized crime and sustainable development are becoming ever more complex.

​The post-world war idealism is giving way, slowly but surely, to a hardened, militaristic approach. This trend, Madam President, is not only regressive, it is downright dangerous. ​

Madam President,

​We note with concern seismic shifts in the geopolitical landscape of the Middle East. As existing conflicts exacerbate, new threats have emerged. Competing interests of regional and extra regional powers are deepening long standing fissures, and widening the fault lines, even as the tragedy of Palestine continues to fester.

​ In these uncertain times, the global community appears to be in desperate quest for leadership, a vision, and an order.

Madam President,

​Consider the issue of striking the right balance between freedom of expression and sentiments of a people.

​Where there ought to be empathy, understanding and compassion, we see caricatured, ill informed, jaundiced judgments.

​Recently, Muslims across the world, were pained at a planned competition of cartoons of our Holy Prophet (Peace Be Upon Him). This deeply hurt Muslim sentiments and sensibilities

​On its part, Pakistan will continue to collaborate with friends and partners, on the UN and OIC platforms to reverse the growing tide of bigotry, build cross-cultural understandings, and promote dialogue amongst civilizations.

Madam President,

​The theme of this year’s General Assembly session is not only apt but also mirrors the priorities of my Government.

​As we embark upon our journey of change and reform, Pakistan stands ready to strengthen its partnership with the UN family of institutions.

​Alongside like-minded States, we will continue Madam President, to be a leading voice for comprehensive reform of the UN Security Council, to make it more democratic, representative, transparent and effective. We will continue to oppose the creation of new centres of privilege and prestige, in defiance of principles of democracy, and the Charter’s core tenet of sovereign equality of member states.

Madam President,

​Since its inception, Pakistan has been an ardent adherent of the UN Charter, and an active participant in the UN processes. Pakistan has served seven terms on the UN Security Council, five Presidencies of the Economic and Social Councils, and four terms at the Human Rights Council. This is reaffirmation of faith of the international community in Pakistan.

​We have championed the cause of the peoples of Africa and Asia to exercise their inalienable right of self-determination and wrest independence from the yoke of colonial rule.

​As we pay tribute to the memory of Nelson Mandela Madiba, we are reminded of the high ideals he sacrificed so much for. The best way to honour the legacy of this great leader is to continue to fight the good fight, for freedom, for dignity and for equality.

Madam President,

​Pakistan remains one of the oldest, largest and most active contributors to UN Peacekeeping operations the world over. The Pakistani blue helmets have laid lives in the cause of global peace. We are proud of their sacrifices.

​ Pakistan remains also host to one of the oldest peace keeping Missions, the UN Military Observer Group in India and Pakistan (UNMOGIP). We greatly value UNMOGIP’s contribution in monitoring ceasefire along the Line of Control in Jammu & Kashmir.

Madam President,

​Pakistan desires a relationship with India based on sovereign equality and mutual respect. We seek resolution of disputes through a serious and comprehensive dialogue that covers all issues of concern. We were to meet on the sidelines of this UNGA Session to talk about all issues with India- India called off dialogue the third time for the Modi Government – each time on flimsy grounds. They preferred politics over peace. They used the pretext of stamps issued months ago, of a Kashmiri activist and depicting grave human rights violations, including pellet gun victims, as an excuse to back out from the talks.

​Dialogue is the only way to address long standing issues that have long bedeviled South Asia, and prevented the region from realizing its true potential.

​The unresolved Jammu and Kashmir dispute hinders the realization of the goal of durable peace between our two countries. For over seventy years now, it has remained on the agenda of the UN Security Council and a blot on the conscience of humanity. ​

​For seventy years the people of occupied Jammu & Kashmir have struggled for their rights of self-determination in the face of overwhelming oppression and gross violations of their fundamental human rights by the Indian occupation forces.

​There can be no lasting peace in South Asia without a just settlement of the Kashmir dispute based on the UN Security Council resolutions and the will of the Kashmiri people.

​Pakistan welcomes the recently released report by the Office of the UN High Commissioner for Human Rights. The report rightly lifts the veil from decades of obfuscation and chronicles the massive ongoing violations of human rights in Indian Occupied Kashmir. It vindicates our position. No longer the excuse of terrorism can be used to continue to systematically oppress the Kashmiri people.

​Pakistan endorses the UN Report and calls for early institution of a Commission of Inquiry under UN auspices to investigate and fix responsibility. We will welcome the Commission to Azad Jammu & Kashmir, and hope that India too, will do the same.

​To divert the world’s attention from its brutalities, India frequently violates the ceasefire along the Line of Control in Kashmir. Despite numerous violations Pakistan has acted with restraint. But if India does venture across the LoC, or acts upon its doctrine of “limited” war against Pakistan, it will evoke a strong and matching response.

Madam President,

​Strategic stability in our region has been and continues to be undermined. This is evident in different ways-by introduction of destabilizing weapon systems, pursuit of discriminatory approaches by certain states to supply advanced military hardware and sensitive technologies, and adoption of offensive force postures and doctrines, that imagine conflict beneath a nuclear threshold.

​Under the circumstances, Pakistan has no option but to maintain a minimum credible deterrence.

​We have been advocating for many years now, a Strategic Restraint Regime for South Asia.

​Pakistan is ready to engage with India for meaningful confidence building, risk reduction and avoidance of arms race.

Madam President,

​Let me also reiterate Pakistan’s continued support for strengthening of regional organizations as a platform for poverty alleviation and socio-economic uplift. The regional body for South Asia, SAARC has been rendered in effective due to the intransigence of one country. We remain fully committed to a functioning SAARC that can improve the lives of the people of the region.

Madam President,

​Afghanistan and together with it, Pakistan, has suffered heavily at the hands of global power play, strategic miscalculations and cognitive dissonance.

​ That there is no military solution to the war in Afghanistan is now a foregone conclusion. It is time to act upon that conclusion. A negotiated settlement has assumed urgency in the face of the worrisome and growing presence of Daesh in Afghanistan.

​Pakistan will continue to lend its support to an Afghan owned and Afghan led process of peace and reconciliation.

​ On the bilateral plane, our two countries have operationalized the Afghanistan-Pakistan Action Plan for Peace and Solidarity. It lays down the blueprint for extensive engagements in all areas of common interests.

Pakistan has hosted the longest protracted refugee presence of modern times.

​Our role and sacrifices can perhaps be better appreciated when juxtaposed against the rising tide of anti-immigrant sentiments in nations, more resourceful and developed than ours, that have faced the brunt of fewer immigrants, over a shorter timescale.

​Because of this protracted situation, Afghanistan’s security has a direct spill over impact on our own security and stability. We look forward to the safe, dignified and voluntary return of Afghan refugees to their homeland.

Madam President,

For the past seventeen years, Pakistan at great cost of life and resources, has been combating the fires of terrorism and extremism.

​By the determined operations of our armed forces, and the full support of our people, Pakistan has turned the tide against terrorism. With the deployment of 200,000 troops, Pakistan has conducted the largest and most effective counter terrorism campaign in the world.

​Peace and security have returned to our cities and towns.

​In our own national interest, and in line with our National Action Plan, we will continue to strengthen our counter terrorism frameworks and regimes.

​Pakistan continues to face terrorism that is financed, facilitated and orchestrated by our eastern neighbour. We wanted to sit with India to discuss all issues, including terrorism, that have created violence in our cities and towns,and have led to tens of thousands of casualtiesof innocent Pakistanis. Pakistan shall neverforget the mass murder of more than 150 children in a Peshawar School, the terrible Mastung attack and many others that have links with terrorists supported by India. And we will never forget the terrorist attack in India against Samjhota Express carrying innocent Pakistanis – and now its confessed perpetrators are being allowed to walk free.

We wanted to share this evidence with India and the international community on who supported these acts of violence and terrorism. We have already shared this evidence with the UN. We have in our custody a serving Indian Naval officer, Commander Kalbhushan Yadav,who has provided us with the most incriminating evidence by accepting that he, on the instructions of his government, financed, planned and executed acts of terrorism and violence in Pakistan. This is but one Indian state sponsored official terrorist. Many more are launched inside Pakistan to create terror and mayhem by our eastern neighbour.

​And it is India, that in plain sight of the international community, perpetrates state sponsored terrorism in Indian occupied Jammu and Kashmir and other parts of India. It is the concern of the United Nations, as Jammu and Kashmir remains on the agenda of the UN Security Council. And it is a matter of concern for the international community as humanity is being crushed and human rights being violated all over India, where people have stood up against oppression, occupation and to demand their fundamental rights.

​It is also a matter of concern of the international community that India has sponsored terrorism and aggression against all its neigbours.

Madam President,

​The strongest antidote to the poison of terrorism is development that yields dividends.

​The vision of Belt and Road is a path-breaking initiative by a world leader of great sagacity and foresight to create a community of common destiny.

​It is a global common good beneficial to all.

​Our vision for China Pakistan Economic Corridor is to help translate our geo-strategic potential into geo-economic dividend.

​Pakistan looks to offer the vital connectivity nodes linking the Middle East with western China, and affording Central Asia the shortest most feasible access to the Sea.

Madam President,

​The challenges of our times have enhanced, not diminished, the relevance of the United Nations. The United Nations must remain the central platform for dialogue and diplomacy. For the UN to remain relevant to the needs of the people and respond to the demands of the twenty first century, we believe that:

One: Sustainable development goals must be pursued in order to reduce inequality within and among nations. We hope the Secretary General’s high-level event on Financing the Implementation of the 2030 Agenda, earlier this week, will serve as a catalyst for rapid progress towards realizing the SDGs.

Two: Corruption is a grave crime. Those who provide safe haven to ill-gotten wealth, are partners in the crime, and equally culpable. Existing international conventions on corruption do not go far enough in addressing this malaise. It is time to return the looted wealth to their rightful owners, the people, and to take to task, both the perpetrators, and their abettors.

Three: Climate change poses serious challenges to all States. The Paris Agreement must not be allowed to become hostage to sectoral interests. Even as Pakistan contributes minimally to global emissions, our country remains among the most vulnerable. Our Government completed the plantation of a billion trees project in the Khyber Pakhtunkhwa province. We have now launched an ambitious project of planting 10 billion trees across Pakistan.

Four: A rules-based global order is vital for promotion of international trade in goods and services as well as global nuclear commerce and governance mechanisms. Carving out exemptions and bending established rules to suit partisan interests must be eschewed.

Five: An objective and transparent criterion must be evolved to facilitate trade in strategic goods and membership of groupings governing it. This is essential for countries pursuing economic growth and development.

Six: Sanctity and integrity of international agreements must be maintained. Strategic stability must be nurtured by policies of restraint and responsibility, not by considerations of profits and politics.

Seven: Technology and innovation are key to reshaping our states and societies. We must strike a prudent balance between guarding against misuse of emerging technologies and facilitating their access to developing countries. It is essential to develop universally agreed legal frameworks in the area of cyber security, lethal autonomous weapons system, Artificial Intelligence and weaponization of outer space.

Eight: Dislocation of people in recent years, primarily because of wars but also due to pervasive poverty, has energized the global debate on refugees and migrants. The deliberations leading to the Global Compacts on Refugees and Migrants represent a step in the right direction. The true litmus test of these compacts lies in the effective implementation of commitments.

Madam President,

Pakistan believes that a new consensus on peace, security and development, can and should be developed. A new paradigm for universal peace and prosperity is both desirable and achievable. Pakistan will be a willing and able partner of the international community in this worthwhile pursuit.

Madam President,

​The challenges ahead are daunting; the road forward, untraveled, the route uncharted. These times call for deliberation and diligence, but also cooperation and concerted action. They call for a truly united, United Nations.

​The Kashmiri wife who lost her husband; the Kashmiri school boy who lost his eye sight and his future to pellet gun Injuries; the Syrian father who saw his child drown, the Palestinian girl who suffocates under siege, the African migrant willing to risk all for a better life, continue to look to this, the United Nations for support and succor.

​Let us not fail them any longer.

Minor girl found dead in Hyderabad was killed by mother: police

HYDERABAD: The murder case of a seven-year-old girl was solved on Saturday as police said that the minor’s mother was behind the heinous crime.

Armish, 7, was found dead in a bag in Hyderabad a day ago. The CCTV camera footage showed a veiled person dumping the body in Latifabad No. 10 area of Hyderabad.

The minor’s father told law enforcement authorities that his daughter went missing while playing in the street.

SSP Adeel Chandio said that the case was resolved through second CCTV footage as the authorities expressed their suspicion over a woman walking near the body.

The minor’s father told authorities that the lady in question is his wife, Shagufta.

The police official claimed that Shagufta admitted her crime before the investigators, adding that the minor was suffocated to death after given sleeping pills.

SSP Chandio said that the suspect appears to be suffering from serious psychological issues.

“The suspect threw minor’s body after killing her. She has been taken into custody,” he said.

The mother in her statement said that she suffered violence from her unemployed husband.

“He took Rs0.6 million from my mother for business. There were daily spats between us,” Shagufta said.

“I planned to commit suicide after killing my daughter.”

Pakistan desires resolution of all issues through comprehensive dialogue: Qureshi

UNITED NATIONS: Foreign Minister Shah Mehmood Qureshi told the United Nations General Assembly on Saturday that Pakistan desires resolution of all issues through a comprehensive and serious dialogue.

Addressing the 73rd session of UN General Assembly, Shah Mehmood Qureshi said, “Modi government wasted the opportunity for dialogue for the third time because of their negative attitude.”

He said that Pakistan will continue to comprehensive reforms in the UN Security Council. “Post-colonialism and cold war have left its imprints in the region,” he added.

Qureshi said Jammu and Kashmir’s dispute is the biggest hindrance to peace in the region, adding that the issue will not be resolved until implementation on the UN resolutions.

The Foreign Minister said that the Human Rights Watch’s report on the occupied Kashmir exposed India’s face.

“We welcome the report. It has validated Pakistan’s view. We call for the implementation on its recommendations,” he said.

“India can’t continue with the bloody mayhem on the pretext of terrorism for long. We will welcome a commission on occupied Kashmir. We hope India will do it as well,” he added.

Shah Mehmood Qureshi said that India has been violating the Lines of Control.

He said India in plain sight of the international community perpetrates state sponsored terrorism in Indian-occupied Jammu and Kashmir and other parts of India.

The Foreign Minister said there can be no lasting peace in South Asia without a just settlement of the Jammu and Kashmir dispute based on the UN Security Council resolutions and the will of the Kashmiri people.

He said India called off dialogue with Pakistan multiple times on flimsy grounds, preferred politics over peace – used the pretext of stamps issued of a Kashmiri activist and depicting grave human rights violations, including pellet gun victims, as an excuse to back out from the talks.

“Pakistan continues to face terrorism financed and orchestrated by India – shall never forget the mass murder of more than 150 children in a Peshawar School, the terrible Mastung attack and others that have links with terrorists supported by India,” he said.

“If India ventures across the LoC, or acts upon its doctrine of “limited” war against Pakistan, it will evoke a strong and matching response,” Qureshi warned.

“Pakistan wants to engage with all countries and neighbors on basis of peace & equality,” he said.

Serving Indian Naval officer Kulbhushan Jadhev provided evidence of Indian financed, planned and executed acts of terrorism and violence in Pakistan, he added.

“Pakistan is a country that’s most affected by climate change. That’s why our province Khyber Pakhtoonkhwa has taken part in plantation of 1 billion trees under the Bonn Challenge.”

Abdul Razzaq joins Lahore Qalandars for the Abu Dhabi T20 Trophy

KARACHI (Monitoring Desk): Another flamboyant Pakistani all-rounder Abdul Razzaq has joined Lahore Qalandars’ squad for next month’s Abu Dhabi T20 tournament, which will be played next month.

The signing was announced from Qalandars’ official Twitter handle with a video message from the all-rounder saying that he’s excited to be a part of the Qalandars’ squad for the tournament which will feature T20 teams from various countries.

“Abdul Razzaq is excited to represent Lahore Qalandars in Abu Dhabi T20 and is hoping to apply his exceptional skills and expertise to help his team emerge victorious,” said the tweet on Qalandars official account.

Razzaq, in the message, stated that he’s thankful to the management of Lahore Qalandars.

“I am going to play for Lahore Qalandars in the Abu Dhabi tournament. I am very excited and thankful to Aaqib Javed, the coach of Lahore Qalandars,” the 38-year-old said.

Razzaq, who last played for Pakistan in 2013, has this year made a comeback in domestic cricket representing PTV team in Quaid-e-Azam Cup, the national one-day tournament.

Qalandars had earlier announced signing Imran Nazir for the same tournament. Imran is eyeing a return to international cricket after recovering from arthritis that kept him out for almost five years.

The Abu Dhabi tournament will feature teams of Lahore Qalandars of PSL, Boost Defenders of Afghanistan’s Shpageeza Cricket League, Hobart Hurricanes of Australia’s Big Bash League, Titans from South Africa’s Ram Slam T20 Challenge, Yorkshire Vikings from England’s T20 blast and Auckland Aces from New Zealand’s Super Smash.

The tournament will be played from October 4 to 6.

Muhammad Bilal reaches Asian Snooker C’ship final

KARACHI: Pakistan’s Muhammad Bilal reached the final of the inaugural ACBS Asian Tour 10 Red championship in Doha, outplaying Hong Kong’s Chrung Ka Wai 5-4 in the semi-finals on Friday.

Bilal will play the final against former Irish professional player Brendan O’ Donoghue, who defeated India’s Pankaj Advani 5-0 in the other semi-finals encounter. The semi-finals were best-of-11 frames. The winner of the championship will take home $12,000 while the runner-up will receive $6,000 in prize-money.

Pakistan had three players in the Tour, Haris Tahir, Muhammad Bilal and Babar Masih. While Bilal and Haris procured their places for the tour based on their performances at the Asian events earlier, Babar qualified after finishing third in the Asian 6-Red Championship.

According to Pakistan Snooker and Billiards Association official and international referee Naveed Kapadia the event was tougher than the Asian 6-Red, as many former international players competed in the Asian Tour, the competition level was also higher than the previous event.

The final of the event is scheduled to take place on Saturday night.

Fakhar, Shadab, Hasan promoted to platinum category for PSL-4

KARACHI (Monitoring Desk): Several young cricketers have been promoted to the platinum category by Pakistan Cricket Board ahead of the 4th edition of Pakistan Super League (PSL).

The new category list was announced on Saturday by the PCB, which also marks the commencement of retention and transfer window for the franchises ahead of PSL 2019.

According to the list released by the PCB, of all the players already contracted with different franchises, Misbahul Haq, Faheem Ashraf, Shadab Khan, Shahid Afridi, Mohammad Aamir, Babar Azam, Fakhar Zaman, Shoaib Malik, Mohammad Irfan, Mohammad Hafeez, Kamran Akmal, Wahab Riaz, Hassan Ali and Sarfraz Ahmed are included in platinum category.

Fakhar Zaman and Babar Azam were previously in diamond category while Faheem Ashraf, Shadab Khan and Hasan Ali are promoted from gold category. Mohammad Irfan has also been promoted from diamond category to platinum category.

Umar Akmal, the out-of-form player, has been relegated to gold category from platinum category.

Yasir Shah, Junaid Khan, Mohammad Nawaz, Usman Shinwari and Asif Ali are also promoted to diamond category from the gold and silver categories.

With draft’s date yet to be finalised, teams are now open for retention and transfer ahead of the draft’s day. Each team can retain up to 10 players.

A squad of 16 will have three players each from platinum, diamond and gold categories, five from silver category and two from emerging players’ category.

Pakistan win three Gold in Asian Junior Squash C’ship

KARACHI (Monitoring Desk): Pakistan once again vindicated its dominance in Asian junior squash by winning three Gold medals and one silver medal in the Asian Junior Squash Championship in Chennai.

Abbas Zeb, Hamza Ali Khan and Haris Qasim won the finals of their respective age categories on Saturday while Anas Ali Shah lost the final of U13 and bagged Silver medal. The final of U19 category was won by Abbas Zeb as he defeated the second seed Chung Yat Long convincingly by margin of 11-4, 11-3 and 11-4.

The U17 age group final between Pakistan’s Haris Qasim and Malaysia’s Mohammad Amir Amirul Bin Azhar was a nail biting encounter. Haris came back from 0-2 deficit to win the game 3-2 and add another gold medal to Pakistan’s tally.

The score for Haris Qasim’s victory was 10-12, 8-11, 11-9, 11-5 and 11-9.

In U15 final, Pakistan’s Mohammad Hamza Khan outclassed India’s Arnaav Sareen in straight games with the score of 11-6, 11-9 and 11-7.

However, Anas Ali Shah went down fighting 3-1 against India’s top seed player Yuvraj Wadhwani in the final of U13 competition and got the silver medal.

The officials of Pakistan Squash Federation has expressed delight over the performance of Pakistan’s junior team in Asian junior Squash Championship and has hoped for a better future in sport for the country.

DUBAI (Monitoring Desk): Pakistan cricket chief selector Inzamam-ul-Haq has rejected the uncertainty surrounding Sarfraz Ahmed’s captaincy.

Speaking to private channel, Inzamam expressed his confidence in Sarfraz and praised his leadership. Sarfraz’s captaincy has come under a cloud of doubt after Pakistan crashed out of the recently concluded Asia Cup in the United Arab Emirates.

“There is no question about Sarfraz’s captaincy”, he said. “However, Sarfraz and the team did not play the cricket we were expecting.” The 31-year-old currently leads the national side in all three formats took charge of the ODI side after Azhar Ali stepped down last year.

While stating the team’s performance in Asia Cup as an “eye-opener” for the selection committee, the chief selector said, “I hope the team puts a better display of their skills in the upcoming series.”

Pakistan next faces Australia in a two-match Test series, with the first Test being played on October 7 and the second on October 16.

The Tests will be followed by a three-match T20 series with matches on October 24, 26 and 28.

Pakistan will then face New Zealand in a three-match T20 series on October 31, November 2 and 4.

The T20 series will be followed by a three-match one-day international (ODI) series with matches on November 7, 9 and 11.

The three-match Test series between Pakistan and New Zealand will begin from November 16.

Manchester United’s woe continues with defeat at West Ham

LONDON (Agencies): Manchester United’s miserable start to the season continued as they laboured to a 3-1 defeat at West Ham. Jose Mourinho dropped Alexis Sanchez from his squad for the game, but Paul Pogba started at London Stadium after their training ground row earlier this week.

The away side continued to load the box in search of an equaliser, but their hosts held firm, easily dealing with several crosses. While United began to steadily build, they never threatened to score, and were made to pay when West Ham went 2-0 up just before half-time. The ball fell to Andriy Yarmolenko from a West Ham corner, and his speculative effort from the edge of the area looped in following a deflection off Victor Lindelof.

United to continued to look wide in search of a goal after the break, with Mourinho bringing on Marcus Rashford for Lindelof, but still they failed to threaten West Ham’s lead. Shortly after the hour mark, United finally went close to pulling one back, but Marouane Fellaini’s header was well saved by Fabianski. Rashford finally managed to grab a goal for United after 71 minutes — seconds after Pogba and Anthony Martial were taken off — with a flick at the near post from Luke Shaw’s corner.

However, United’s relief was short-lived as West Ham went 3-1 up just three minutes later. Noble was given time and space in midfield to break forward and play a through ball to Marko Arnautovic, who was given even more freedom to run in behind the United defence to slot the ball under David De Gea to seal the win. West Ham are now unbeaten in four games in all competitions, while United failed to win for the third time in a week.

OIC adopts resolution against denigrating Islam, its revered personalities

NEW YORK (Monitoring Desk): The foreign ministers of the countries belonging OIC member countries adopted a strongly worded statement aimed against denigrating Islam, its revered personalities and symbols on Saturday.

The statement was proposed jointly by Pakistan and Turkey. The ministers met on the margins of the 73rd UNGA Session in New York.

Foreign Minister Shah Mahmood Qureshi, in his statement, expressed deep concern over the misrepresentation of Islam as well as at activities which have hurt the feelings of Muslims all over the world – activities that had shown disrespect to the most revered personality of Islam.

In the joint statement which was adopted by the ministerial meeting, serious concerns were expressed on intensification of hate campaigns which were deliberately targeting Muslims and the Islamic religious symbols. The joint statement rejected provocative acts like the holding of the competition and contest to ridicule Islam and aimed at inciting violence.

Ever since a blasphemous caricatures competition was announced in the Netherlands, Pakistan raised the matter at the diplomatic level with the United Nations, OIC, and European Union and sensitised world leaders over the sensitive matter.

Foreign Minister wrote to OIC secretary general, UN secretary general, the Dutch foreign minister and foreign ministers of Muslim countries to jointly act against Islamophobic acts. Pakistan also requested the convening of an Emergency Session of the OIC Executive Committee to seize of the situation arising from acts derogating Islam.

Prime Minster Imran Khan on assuming office in the first meeting of the cabinet expressed serious concern. The cabinet adopted a resolution condemning the campaign of derogating Islam. Both houses of the parliament also adopted resolutions, calling for halting such activities. Prime Minister Khan had assured the parliament that matter will be raised during the OIC ministerial meeting in New York.

Foreign Minister Qureshi, in his bilateral meeting with his Dutch counterpart, expressed concern on the alarming rise in defamatory activities which were hurting the sensibilities of the Muslims. The foreign minister affirmed that freedom of expression comes with concomitant responsibilities, and should be exercised keeping in view the ethical, moral and legal obligations.

The OIC joint statement refers to important resolutions adopted by the OIC, Human Rights Council and the UNGA condemning attacking Islam, combating intolerance, negative stereotyping and stigmatisation and discrimination, incitement to violence against persons based on religion and belief.

In particular, the Joint Statement refers to various steps proposed by the OIC to foster an environment of peace, religious tolerance and respect and measures to be taken by the states in their domestic sphere.

Joint Statement is a reflection of the government’s commitment to play its role in garnering support through joint action of OIC and building solidarity and unity among Muslim countries and to stand united for common cause of upholding the values of Islam and engaging with other countries to promote culture of peace and tolerance.

SBP raises policy rate by 100bps to 8.5pc

State Bank of Pakistan (SBP) on Saturday increased policy rate by 100bps to 8.5 percent effective from October 01.
The SBP issued the statement saying that since the last meeting of the Monetary Policy Committee in July 2018, Pakistan has witnessed notable changes on the political front. This has had a positive impact on the business and consumer confidence in the country as reflected in multiple surveys. The smooth transition between governments addresses the political uncertainty observed hitherto, but concerns on the economic front continue to persist on the back of rising inflation and large twin deficits, that are likely to compromise the sustainability of the high real economic growth path.
Inflation is inching up, particularly from March 2018 onwards. So far, in the first two months of FY19, headline CPI inflation has averaged 5.8 percent as compared to 3.2 percent for the corresponding months of FY18, and an average of 3.9 for all of FY18. The jump is even more pronounced in core inflation- a key measure reflecting the underlying inflationary pressures in the economy.
For FY19, SBP’s inflation projections show that the average headline inflation is expected to fall in the revised forecast range of 6.5-7.5 percent. This assessment takes stock of the following factors: (i) a higher than anticipated increase in international oil prices; (ii) an upward revision in domestic gas prices; (iii) a further increase in regulatory duties on imports; and (iv) the continuing second round impact of previous exchange rate depreciations.
Following a healthy growth of 5.8 percent in FY18, economic activity is likely to slowdown in FY19 as the general macroeconomic policy mix is focusing towards stabilization. Specifically, the transmission of SBP’s policy rate hikes by 175 bps since January 2018 is still unfolding. The government is also now pursuing a fiscal consolidation program and has further announced regulatory measures to slowdown the growing pressures on the external front. As a result, domestic demand is projected to decelerate in the coming months of FY19.
The recent monetary and fiscal measures are likely to affect Large Scale Manufacturing. Furthermore, the latest information shows that cotton production is expected to miss its FY19 target of 14.4 million bales with downside implications for agriculture sector growth. The ancillary services sector is expected to miss its FY19 target as well. Some positive impact is expected from the contribution of exports led production and higher fertilizer production amidst depleting stocks and better availability of energy. After incorporating the latest information on both demand and supply, SBP projects the real GDP growth for FY19 at around 5.0 percent.
The current account deficit continues to pose a challenge. Despite some growth in workers’ remittances and exports in the first two months of FY19, a notable increase in the value of oil imports has kept the current account deficit at US$2.7 billion, as compared to US$2.5 billion, in the corresponding period last year despite non-oil imports declining during the period. Owing to these developments SBP’s net liquid FX reserves have declined to US$ 9.0 billion as of 19th September, 2018 compared to US$ 9.8 billion at the end of FY18.
Broad money supply saw a seasonal contraction of 1.2 percent during 1st July to 14th September FY19 as compared to the contraction of 0.9 percent during the same period last year. During this period, however, Private Sector Credit (PSC) performed relatively better. The main reasons for the continuing growth of PSC involve: (i) the improved availability of energy; (ii) relatively conducive exports demand amid GSP plus status; and (iii) the higher working capital needs due to capacity additions in the last three years. Accordingly, PSC growth is expected to continue, but at a slower pace than in FY18. Similarly, monetary growth is expected to remain between 10.5 to 11.5 percent in FY19.
In this backdrop, the Monetary Policy Committee noted that: (i) while non-oil imports are responding to the contractionary measures a surge in oil prices is masking this improvement, and as a result the current account deficit remains high; (ii) rising trends in inflation mean that real interest rates have fallen and further; (iii) the unfolding global developments, whether in terms of oil-price shocks, protectionist trade policies and/or falling flows to the emerging markets, all pose challenges to macroeconomic management in Pakistan.In light of the current and evolving macroeconomic situation discussed above, the MPC is of the view that further consolidation efforts are required to ensure macroeconomic stability and therefore has decided to raise the SBP target policy rate by 100 bps to 8.5 percent effective from 1st October 2018.—Agencies

LCCI new President targets economic challenges

The newly elected President of the Lahore Chamber of Commerce & Industry (LCCI) Almas Hyder has called for good and friendly mechanism to ensure much-needed expansion in tax net. It would encourage people to come into the tax net voluntarily.
He was speaking at the Annual General Meeting of the Lahore Chamber of Commerce & Industry. Newly elected Senior Vice President Khawaja Shahzad Nasir, Vice President Fahim-ur-Rehman Saigol, outgoing President Malik Tahir Javaid, Senior Vice President Khawaja Khawar Rasheed, Vice President Zeshan Khalil and Election Commissioner Sohail Lashari also spoke on the occasion.
Almas Hyder said that a friendly mechanism has to be developed to encourage the people to come into the tax net voluntarily. He suggested that a scheme should be introduced for the business community that those people would be exempted from audit that have paid 20% extra tax than the previous year. It would not only bring huge number of people into the tax net but would also enable government to meet its revenue targets.
The LCCI newly elected president urged the Chairman of Federal Board of Revenue (FBR) to extend the date for the filing of income tax returns till October 30th as business community cannot file their returns due to elections of trade bodies, problems in online system and various other reasons. He said that an extension in the date of filing of returns would not only facilitate the business community but it would also strengthen public-private partnership.
Almas Hyder mentioned that no land is available in Lahore for industrialization. Two years ago, he said, LCCI identified 66,000 acres of land in south and north for establishment of new industries but yet no notification has been issued in this regard while file is lying in the office of Chief Minister Punjab. He said that notification should be issued immediately.
He said that population of Lahore is over 10 million but infrastructure is not up to the mark.
He said that airport in Lahore is smaller than the airports in rural areas of China. Likewise Lahore Railway station is still there where it was in 1947.
He urged the government to plan for immediate expansion in Lahore Airport and Lahore Railway station as these are the most important sources of communication. He also called for establishment of more hotels of international standards to boost the hospitality industry.
Almas Hyder also called for improvement in ease of doing business saying that international ranking of Pakistan in ease of doing business index is 147 that should be a matter of concern.

Weekly inflation goes up by 0.37pc

The weekly inflation for the week ended on September, 27 for the combined income group witnessed increase of 0.37 percent as compared to the previous week.
The Sensitive Price Indicator (SPI) for the week under review in the above mentioned group was recorded at 229.17 points against 228.33 points registered in the previous week, according to data of Pakistan Bureau of Statistics (PBS).
Similarly, as compared to the corresponding week of last year, the SPI for the combined group in the week under review increased by 1.76 percent.
The weekly SPI has been computed with base 2007-08=100, covering 17 urban centers and 53 essential items for all income groups and combined.
Meanwhile, the SPI for the lowest income group up to Rs 8,000 was also increased by 0.35 percent as it went up from 216.64 points in the previous week to 217.39 points in the week under review.
As compared to the last week, the SPI for the income groups from Rs 8,001-12,000, Rs 12,001-18,000, 18,001-35,000 and above Rs35,000 also increased by 0.32 percent, 0.34 percent, 0.36 percent and 0.4 percent respectively. During the week under review average prices of 04 items registered decrease, while that of 18 items increased with the remaining 31 items’ prices unchanged.
The items which registered decrease in their prices during the week under review included LPG cylinder, garlic, red chilly powder, and pulse mash.
The items which recorded increase in their average prices included cigarettes, potatoes, eggs, tomatoes, chicken farm, pulse moong, wheat, pulse gram, onions, wheat flour, bananas, gur, mustard oil, sugar, vegetable ghee, cooked beef, and cooked pulses. The items with no change in their average prices during the week under review included rice basmati (broken), rice (irri-6), bread (plain), beef, mutton, milk fresh, curd, powdered milk, cooking oil (tin), vegetable ghee (tin), salt powder, tea, tea prepared, long cloth, shirting, lawn printed, georgette, gents sandal, ladies sandal, electricity charges, gas charges, kerosene oil, firewood whole, electricity bulb, washing soap, petrol, match box, Hi Speed Diesel, telephone call charges, and bathing soap.—APP

He expressed these views while chairing the Austerity committee’s second meeting session at new Ministers block. The Minister said that we have to cut down our expenses and lessen the burden on our economy.
Every avenue and option for expense curtailment and resource generation should be explored including review of state owned land and its possible usage. Secretary Finance Sheikh Hamid Yaqoob also briefed the meeting that Prime Minister of Pakistan has initiated an austerity drive to reduce the unnecessary expenditure out of public money in order to get the best value of public money. In this connection the Prime Minister has taken lead and imposed the restrictions on discretionary grants, luxury vehicles, protocol and unnecessary staff. In the same Manners Government of the Punjab shall adopt an Austerity Policy in order to reduce the current and development side.
He told the members that finance department earlier issued Austerity Measures for the FY 2018-19 after getting approval from care taker government. According to these measure all the administrative departments, including Autonomous bodies, Attached departments, Local Governments, Authorities, Public sector companies and special institutes shall remain within budgetary allocation to minimize the incidence of supplementary grants. Further the request for supplementary grants. Further the request for supplementary grants, if unavoidable, shall require approval of Provincial cabinet or Standing committee on finance & development. There shall be a complete ban on the foreign visits of Ministers, MPAs and government officers/officials through government funding .The case for foreign visits shall be placed in the Austerity committee for its consideration and subsequent approval of the Chief Minister through submission of Summary.
There shall be a complete ban on treatment abroad on government expense. New vehicles wouldn’t be bought except buses for educational institutes, ambulances etc. may be purchased after taking approval from CM Punjab. No discretionary funds will be granted for the renovation of official residences. Approval will be sought from Austerity committee before buying durable goods. Strict compliance of aforesaid austerity measures shall be ensured by all concerned .At this point committee member expressed their confidence in the Austerity measures and also contributed towards the suggestions for the upcoming challenges.

FBR asks law practitioners to file returns

Federal Board of Revenue (FBR) has asked lawyers to submit their annual income tax returns and wealth statement as national duty.
In this regard, Broadening of Tax Base (BTB) Zone Islamabad conducted an awareness seminar at the Islamabad High Court Bar Association a day earlier to create awareness and understanding about the filing of tax returns and fulfilling tax obligation. A team led by Dr. Khalid Mahmood Lodhi, Commissioner (Inland Revenue) and other officers of the BTB conducted the workshop and apprised the legal fraternity about the significance of tax payment in the national building process.
Dr. Khalid Mahmood Lodhi, in his address, dilated upon the rationale of tax payment, significance of tax-to GDP ratio in national development, issues of tax base and role of FBR in revenue realization. He also explained and emphasized the benefits of filing the tax returns.
Later, a BTB team consisting of e-filing experts explained the concept of e-enrollment with FBR, step-wise process of e-filing of returns and procedure for payment of taxes. A presentation on e-enrollment and e-filing through IRIS was carried out in an interactive style.
A large number of lawyers attended the session and evinced keen interest in the process of enrollment, e-filing, deduction of taxes under various sections of Income Tax Ordinance 2001 and ICTO. Earlier, Islamabad High Court Bar Association President Syed Javed Akbar welcomed the FBR team and appreciated its gesture in educating and facilitating the taxpayers. The seminar ended on a vote of gratitude and satisfaction.
