Islamic banking assets hit $1.69trn in Q1: IFSB

Kuala Lumpur

With the inclusion of new countries’ data, the total assets of the Islamic banking industry grew to $1,699 billion in the first quarter of 2018 (2018Q1) from $1,573 billion in 2017Q1, marking an increase of 8 per cent, said the Islamic Financial Services Board (IFSB).
IFSB has announced the dissemination of country-level data on financial soundness and growth of the Islamic banking systems for Q1 of 2018 from 21 IFSB member jurisdictions.
This tenth dissemination includes the data from four newly joined countries, namely: Qatar, Palestine, Lebanon, and the first time for the UK. This dissemination completes the availability of quarterly data from Q4 of 2013 to Q1 of 2018.
The countries currently participating in the IFSB’s Prudential and Structural Islamic Financial Indicators (PSIFIs) database project include: Afghanistan, Bahrain, Bangladesh, Brunei, Egypt, Indonesia, Iran, Jordan, Kuwait, Lebanon, Malaysia, Nigeria, Oman, Pakistan, Palestine, Qatar, Saudi Arabia, Sudan, Turkey, the UAE and the UK.
The Secretary-General of the IFSB, Dr Bello Lawal Danbatta stated: “With the dissemination of Islamic banking data of the United Kingdom for the first time, the PSIFIs database have achieved an important step in extending its outreach to another important Islamic finance market.”
“Under Phase IV of this project, current template for data collection for the Islamic banking sector is being extended to the template of detailed sector-level financial statements (DFS) for more granular data on income statements as well as financial positions, which provides more in-depth understanding to the data users on the trends and stability of Islamic banking activities in participating jurisdictions and at global level.
“The IFSB has also undertaken several efforts to expand the database coverage to Islamic insurance (takaful) and Islamic capital market sectors (ICM), including conducting an industry wide survey, finalisation of the list of indicators and compilation methodologies,” he added.
Financing by Islamic banks from the jurisdictions participating in the PSIFIs project which grew by 6.7 per cent reached $1,033 billion in 2018Q1 from $968 billion in 2017Q1.
The number of full-fledged Islamic banks and Islamic windows of conventional banks in 21 IFSB member participating countries stood at 188 and 85 in 2018Q1 as compared to 184 and 84 in 2017Q1 respectively.
Since the Islamic banking database is already covering over 95 per cent of global Islamic banking activity, the IFSB’s next focus is to establish a global database which will provide detailed sector-level financial statements for each participating countries.
Similarly, while completing the background work for extension of the project to ICM and takaful sectors, the IFSB Secretariat will invite selected ICM and takaful regulatory and supervisory authorities for participation in this project in the fourth quarter of 2018.—TANS

Outlook stays bright for Islamic finance in Asia

THE Asian Development Bank (ADG) in its latest evaluation of Islamic finance in Asia, entitled “An overview Islamic Banking and Finance in Asia” and issued last month, came to the conclusion that the outlook for the industry was generally positive, although the market keeps struggling with liquidity issues particularly in the sukuk segment, as well as regulatory challenges.
Looking back, Islamic banking and finance have experienced rapid growth and development in Asia, the ADB stated. The continent is an important part of the global economy as well as the Islamic financial system.
A number of Asian countries count the majority of their population as Muslims, namely Pakistan (96%), Bangladesh (86%), Indonesia (87%) and Malaysia (61%), which naturally makes a favourable environment for the development of Islamic finance.
The Islamic banking assets and financial products in Asia are much larger than those in Europe and North America, largely due to the Malaysian Islamic finance marketplace, which makes the country a global leader in Islamic financial services, holding more than a 10%-share of the global Islamic banking assets. Indonesia, Pakistan and Bangladesh have smaller shares, but their growth and regulatory developments in recent years have enabled them to expand their volume of Shariah-compliant banking assets, the report notes.
However, in terms of supervisory frameworks for Islamic banking and finance in Asia, the situation is diverse. Some Asian countries, like Kazakhstan, apply a single integrated regulatory framework to all Islamic banks, while some other nations, such as Indonesia and Malaysia, follow a mixed approach by adopting a similar regulatory framework for both Islamic and conventional banks, but they issue separate guidelines for areas that are specific to Shariah banking. Other jurisdictions leave it more or less to the banks themselves and their own in-house Shariah guidance.
The ADB expects the growth of Islamic finance to continue based on the following fundamentals: The Muslim populations in many Asian countries, especially in Southeast Asia, are increasing and with them their middle classes, which leads to improving living standards and higher demand for banking services and investments products which are in line with Muslim religious beliefs.
Secondly, governments and financial authorities in several Asian countries are increasingly promoting the development of Islamic finance to boost investments and achieve sustainable funding.
Thirdly, the ethical character and financial stability of Islamic financial products increase their attraction especially in emerging markets as a viable alternative financial system, while the asset-based nature and risk-sharing aspects of Islamic finance improve the overall economic balance between the real and the finance sector.
However, the ADB report also identified challenges facing Islamic finance in Asia, one of which is the problem that the regulatory and supervisory frameworks in many Asian jurisdictions do not make allowances for the unique risks of the industry, particularly in term of capitalisation with regards to the Basel III accord and its definition of tier 1 and tier 2 capital and liquidity ratios.
The ADB recommends that national authorities improve safety nets and resolution frameworks for Islamic finance which the body defined as “generally underdeveloped,” with very few countries, for example, having adopted a fully-fledged Islamic deposit insurance scheme with premiums invested in Shariah-compliant assets.
Another “pressing challenge” remains the lack of liquid and active secondary sukuk markets in key Islamic finance domiciles in Asia, the ADB noted, which puts a brake on sukuk trading activity. To date, in Asia only Malaysia and Iran have a fully functioning Islamic money market with an active secondary market, while other markets keep struggling to keep liquidity afloat.

IBI assets grow 12.4 pc by CY2017

Since it re-launch back in 2001-02, the Islamic Banking Industry (IBI) has grown considerably as its assets witnessed growth of 12.4 percent by the end of Calendar Year 2017
The industry’s asset base has reached to Rs 2.3 trillion, a growth of 22.6 percent (12.4 percent of the overall banking system assets) while its deposits stand at Rs1.9 trillion, a growth of 19.8 percent (14.5 percent of the overall banking industry’s deposits), according to official data.
In terms of number of providers, 5 full-fledged Islamic banks and 16 Islamic banking branches of conventional banks are providing Shariah compliant products and services through their network of 2,581 branches spread across 111 districts of the country.
Further, Islamic Banking Divisions of conventional banks have increased their outreach for deposit mobilization through 1,277 Islamic Banking Windows.
Investments (net) of Islamic banking industry increased by Rs 9.0 billion (1.8 percent) during the period under review and recorded at Rs 534 billion by end December, 2017.
Financing and related assets (net) of Islamic banking industry increased by Rs 172 billion (16.6 percent) during the fourth quarter of CY17 and reached to Rs 1,207 billion compared to Rs 1,035 billion in the previous quarter.
Profit before tax of IBI was recorded at Rs 23.0 billion by end December, 2017 compared to Rs17.0 billion in the same quarter last year. Other profitability indicators including ROA (before tax) and ROE (before tax) were recorded at 1.1 percent and 17.1 percent, respectively.
Mode wise breakup of financing (gross) demonstrates that share of Diminishing Musharaka remained higher in overall financing of IBI followed by Musharaka and Murabaha. It is pertinent to mention that share of Musharaka increased from 15.6 percent in CY16 to 22.0 percent in CY17.—APP

Sharia compliant cryptocurrency exchange sets sights on Malta

Malta continues to take the lead in attracting innovative blockchain and cryptocurrency ventures and now also in the upcoming Islamic finance scene.
A new digital exchange aims to attract listings from sharia-compliant financial technology startups, its chief executive said, part of a growing number of firms looking to modernize Islamic finance with cryptocurrency and blockchain at the heart of proceedings.
The exchange, known as Huulk, has applied for a digital exchange license in Malta and hopes to partner with several European exchanges in the coming weeks, Huulk chief executive Ibrahim Mohammed said.
In comments to CCN, a source who specializes in Islamic Finance said that this was a hugely important development that should revolutionize the world of crypto and blockchain as far as investment from the Muslim world was concerned. CCN has previously reported on the use of Stellar Lumens as a cryptocurrency in Islamic Finance.
The proposed partnership would allow the exchange, part of the OneGram Group of companies, to host trades of digital assets as well as stocks and commodities. Malta’s Bianchi Holdings Limited would be an equity partner in the exchange, Mohammed said. Bianchi Holdings Chairman Michael Bianchi is also involved in other blockchain and cryptocurrency ventures in tandem with Binance which is one of the world’s largest cryptocurrency exchanges in the form of Founders Bank, which is currently applying for a license to operate in Malta. Cryptocurrency firms are increasingly teaming up with traditional exchanges to attract more business, but Huulk is also trying to tap into religiously-sensitive Muslim investors.—Agencies

NBP organises awareness seminar on ‘Islamic Mutual Funds’

The National Bank of Pakistan (NBP) organised an awareness seminar here at Hyderabad Chamber of Commerce and Industry on Monday evening aimed to share information about the benefits of Islamic Mutual Funds under NBP Fund Management Limited.
A team of NBP officers led by the Portfolio Manager NBP Tariq Mufti gave detailed presentation to HCCI members about the benefits of Islamic Mutual Fund, key advantages of investment in mutual fund, “Nafa” Islamic Income, Asset Allocations, Stock, Energy and Pension Funds for corporate and employees sectors.
It was informed that all these funds are being managed by the NBP in accordance with Shari’ah approval and attaining in positive direction with satisfaction of beneficiaries. The NBP is organising such awareness seminars all over the country with hope that the corporate sector as well as the employees would get maximum benefits from such initiatives, Mufti informed.

Qatari Islamic banks grow despite regional rift: IFSB data

Assets and revenues at Qatar’s Islamic banks have grown over the past year but an increase in problem loans and a drop in foreign currency lending underscore the impact of a diplomatic rift in the region.
Qatar has been under a diplomatic and commercial boycott since June last year, when Saudi Arabia, the United Arab Emirates, Bahrain and Egypt cut diplomatic and transport ties with the world’s top exporter of liquefied natural gas.
The tiny state’s four full-fledged Islamic banks have not been immune, although their focus on Qatar’s domestic market may have helped them to some extent, according to data from the Islamic Financial Services Board.
Qatar Islamic Bank, Masraf Al Rayan, Qatar International Islamic Bank and Barwa Bank IPO-BABK.QA held a combined 358.6 billion riyals ($96 billion) in assets in the first quarter of this year, an 8.8 percent increase from a year earlier.
Most of that increase was due to their holdings of Islamic bonds, which stood at 65.1 billion riyals in the first quarter, a 37.7 percent rise from a year ago.
The Malaysia-based IFSB, which sets the standards for Islamic finance, started publishing data on Qatar in May as part of its quarterly reporting on the industry.
The banks reported a combined 3.9 billion riyals in revenues in the first quarter, an 18.6 percent increase. But non-performing finance expanded to 2.9 billion riyals from 1.7 billion riyals a year ago.—Reuters

An official of ILN informed that this flagship event is an international annual conference which brings together academics and researchers to present and discuss papers on the current discourse on Islam, society and the world at large under the over-arching theme of Islam and liberty.
The conference, starting from November, will help build the capacity of scholars and researchers working on Islam, the official said. ILN 6th conference is an attempt to re-discover the original tenets of economic freedom as propounded by the Quran and Sunnah. Islamic finance well received in Morocco

Islamic finance and banking are on a rapid growth pattern in Morocco, only shortly after the country’s central bank, Bank Al-Maghrib, finally and after several delays in July 2017 officially introduced a comprehensive regulatory framework for what it calls “participation banking” in the north African country. Islamic finance was uncommon in Morocco up to 2015, when the Bank Al-Maghrib began to approve – on a case-to-case basis – requests of conventional banks to open Islamic windows and started the process of formulating clear Islamic banking regulations for the banking industry. The first banks to launch Islamic banking operations were Attijariwafa Bank, BMCE of Africa and Banque Centrale Populaire, as well as Societe Generale Marocaine de Banques, Credit du Maroc, Banque Marocaine pour le Commerce et l’Industrie and CIH Bank. With the latter, a lender focusing of the property and hospitality sectors, Qatar International Islamic Bank entered a joint venture to open the first fully-fledged Islamic banking branch network in Morocco under the name of Umnia Bank back in May last year, Gulf Times reported. Meanwhile, Bank Al-Maghrib governor Abdellatif Jouahri in a review of the new regulations in June this year after the second quarterly meeting in 2018 of the central bank’s board expressed his satisfaction over the development of the “participatory banking” sector. According to him, the country now has more than 70 banks and financial institutions providing Shariah-compliant financial services, which so far granted a total of 1.1bn Moroccan dirhams ($115.3mn) in lending. While the Islamic banking regulations, governed by the Shariah Committee for Participative Finance in the central bank, allows five popular types of Islamic finance transaction, (murabaha, musharaka, ijara, mudaraba and salam), murabaha – a credit sale for a markup – has proven most popular for participation banking clients, which prefer it for real estate and automotive financing, Jouahri said. With fundamental Islamic banking structures now in place, Morocco also readies for the issuance of its first sukuk.—Agencies

Two sentenced to death in PTI’s Zahid Shahid murder case

KARACHI: A local anti-terrorism court on Friday awarded death sentence to two suspects for the murder of Pakistan Tehreek-e-Insaf (PTI) leader Zahra Shahid.

The ATC, announcing its verdict in the case, awarded death sentences to two suspects identified as Rashid alias ‘Tailor’ and Zahid Abbas Zaidi for murdering the PTI leader.

Two other suspects, Irfan alias Lamba and Kaleem, were acquitted for lack of evidence.

Zahra Shahid, who was the vice president of PTI’s Sindh chapter, was shot dead in May 2013 by gunmen outside her residence in Karachi’s DHA Phase-IV locality, hours before her controversial re-election in National Assembly constituency NA-250.

The convicts in the case belonged to the Muttahida Qaumi Movement party and had confessed to the killing, Rangers prosecution team said.

Witnesses at the scene of the incident had also identified the guilty, the prosecutors informed.

According to a Gilani Research Foundation Survey carried out by Gallup & Gilani Pakistan, only 32% Pakistanis say that they are completely satisfied with the protection of minority rights in Pakistan.

A nationally representative sample of men and women from across the four provinces was asked, “To what extent are you satisfied with the statement: The rights of minorities are protected in Pakistan?” In response to this, 32% said that they were completely satisfied, 29% said they were somewhat satisfied, while 20% said they were somewhat dissatisfied and 15% said they were completely dissatisfied. 4% did not know or did not wish to respond.

Imran Khan assures all-out support to NAB

ISLAMABAD: Prime Minister Imran Khan expressed satisfaction over the National Accountability Bureau’s performance, saying elimination of corruption and accountability is the foremost priority of the incumbent government.

He expressed the views during his meeting with NAB Chairman Justice (retd) Javed Iqbal who called on him.

According to a statement issued by the PM Office, the prime minister assured his government’s all-out support to the NAB chief, adding his government would fully support and strengthen the bureau to ensure elimination of corruption.

“The PTI government would ensure accountability of all corrupt elements without any discrimination,” said the prime minister. On the occasion, the NAB chairman congratulated Imran on assuming office of the prime minister.

Meanwhile, former PTV managing director Yousaf Baig Mirza also called on the Prime Minister in Islamabad and discussed issues related to the media at length.

Power sector

Later, the prime minister chaired a briefing at his office on issues relating to the power sector.

Secretary Power Division Rizwan Memon briefed Imran about the issue of line losses and circular debt which has touched Rs1.18 trillion. Memon also highlighted various issues relating to generation, transmission and distribution of electricity.

PM Imran expressed serious concerns over the prevailing situation vis-à-vis power theft and swelling circular debt. He observed that bad governance, corruption and flawed policies of past had resulted into a situation which was neither viable nor sustainable.

“Addressing issues related to the power sector was among the foremost priorities of the government,” said the prime minister adding that a task force was being constituted to work out a comprehensive strategy with special focus on improved governance, system augmentation, tariff rationalisation and plugging various loopholes in power generation, transmission and the distribution system.

Commerce

Meanwhile, the prime minister also chaired a briefing about functions of Ministry of Commerce at Prime Minister’s Office. Advisor to PM on Commerce Abdul Razak Dawood was also present during the briefing.

Secretary Commerce Muhammad Younas Dagha made a detailed presentation about the functions of the ministry and its attached departments.

While briefing Imran about the current situation of imports and exports of the country, Dagha also proposed policy initiatives and various short-term and medium-to-long term measures aimed at promoting trade activities and realising export potential of the country.

The Prime Minister in his remarks said that promoting trade and facilitating business community, especially the overseas Pakistanis who wanted to invest in various conventional and non-conventional sectors of the economy, was among the priority areas for the government.

Discussing the role of trade officers abroad towards enhancement of country’s trade, the PM observed there was a need to review the criteria of appointment and assessing performance of trade officers so as to ensure the business community is properly facilitated, investment potential of the country is highlighted and the trade targets are achieved.

The Prime Minister also directed that a comprehensive strategy should be worked out to check corrupt practices of illegal money transfers (hundi) and smuggling which were negatively affecting the country’s economy.

PML-N govt gave Rs15.74 billion worth of ads in four years, Senate told

ISLAMABAD: The Senate was informed that the PML-N government had given advertisements worth Rs15.74 billion to print and electronic media from 2013 to 2017.

The information was provided in response to a question by Senator Azam Khan Swati.

Contrary to the general perception, advertisements worth Rs10.33bn had been given to the print media and Rs5.40bn to the electronic media.

The highest amount of Rs3.84bn had been spent on government ads during 2016-17. The electronic media received ads worth Rs2.23bn during this year.

During its first year in office, the PML-N government had given ads worth Rs1.79bn — Rs1.40bn to print and Rs390.45 million to electronic media.

In 2014-15, the amount was almost doubled to Rs3.20bn, with the print media getting Rs2.23bn and the electronic media Rs968.28m.

In 2015-16, the federal government ads increased further to Rs4.66bn — Rs1.81bn for the electronic media and Rs2.85bn for the print media.

Deadline ends for presidential candidates to withdraw candidature

ISLAMABAD: The deadline for candidates vying for the office of the country’s president to withdraw their candidature ended as the clock struck 12pm on Thursday.

The Election Commission of Pakistan (ECP) will shortly publish the final list of candidates for the presidential election.

Pakistan Tehreek-e-Insaf’s Dr Arif Alvi, Pakistan Peoples Party’s (PPP) Aitzaz Ahsan and Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rahman are in the run for the presidential election to be held on September 4.

A day earlier, the ECP scrutinised and approved the nomination papers of the three candidates as opposition remained divided over fielding a consensus candidate.

PPP decided that it would not withdraw its presidential candidate Ahsan.

Meanwhile, the other opposition parties fielded the JUI-F chief as their presidential candidate.

Polling for the presidential election will be held on September 4.

The president is elected by an electoral college comprising members of the Senate, National Assembly, and the four provincial assemblies. Voting is held through a secret ballot.

CJCSC attends SCO meeting in Moscow

Pakistan to go for arbitration if India ignores concerns

LAHORE: Pakistan urged India to entertain the objections it has raised over the construction of the 1,000MW Pakal Dul and 48MW Lower Kalnal hydropower projects on the River Chenab.

It conveyed in categorical terms to the visiting Indian team that Islamabad would approach the international forums defined in the Indus Waters Treaty (IWT) in case New Delhi failed to accept the requests as narrated in the detailed objections.

“We have categorically made it clear that we will have no option but to use international forums — appointment of neutral experts, taking the case to international court of arbitration, etc — in case India failed to address our concerns that are absolutely genuine and can be resolved amicably,” one of the officials of the Pakistani side told media after conclusion of the first round of the two-day dialogue which began here between the Pakistan-India delegations headed by the commissioners for Indus waters of the two countries.

The nine-member team led by Indian commissioner Pradeep Kumar Saxena had arrived on Tuesday for talks with their Pakistani counterparts on water disputes on the platform of the Pakistan-India Permanent Commission for Indus Waters.

In the first round of talks, Pakistan’s commissioner Syed Mohammad Mehr Ali Shah raised the objections, possible solutions to the problem, India’s previous replies, feedback, etc. He told the Indian side that the objections raised were based on facts and must be resolved under the provisions of the IWT.

“We once again presented our stance effectively on technical and logical grounds and they (India) had no logic to reject it. Finally the Indian delegation sought to discuss the issues in detail in the second round of the talks scheduled to be held on Thursday (today),” the official privy to the meeting claimed.

“The Indian side assured the Pakistani side of taking up the issues in the next meeting of the commission to be held in India,” he added.

According to another official, Pakistani authorities asked the Indians to reduce the height of the Pakal Dul’s reservoir up to five metres. “The authorities also urged India to maintain 40-metre height above sea level while making spillways’ gates of the Pakal Dul project besides clarifying the pattern and mechanism for the water storage and releases. Similarly Pakistan raised some technical concerns over design of the the Lower Kalnal hydropower project, requesting India to address them at the earliest,” he said.

On the other hand, the country’s former commissioner for Indus waters Syed Jamat Ali Shah termed the talks a futile exercise to resolve such issues under the IWT. “We had raised objections over the Pakal Dul and Lower Kalnal projects in 2012. Later these were discussed once in a meeting held in 2014 and now it is 2018. You can judge well India’s ‘interest and seriousness’ to address our concerns,” he deplored while talking to media.

He criticised India for paying meagre attention to Pakistan’s concerns. “It is 2018. And they have already started construction work on these projects,” he claimed.

Mr Shah also blamed the Pakistani government for not convincing the international forums of its genuine concerns due to lack of lobbying. “It is a dire need of the hour for Pakistan to not see the water-related issues within the ambit of the Treaty alone, as it must start talks with India at a very high level seriously. We must convey to them clearly that we will not allow you to use water of the rivers that are ours under the Treaty,” he said.

Mr Shah urged the government to immediately set up a high-level committee comprising water experts having capacity for lobbying at the international level.

Saad Rafique submits papers for NA-131 by-elections

LAHORE: Pakistan Muslim League-Nawaz (PML-N) leader Khawaja Saad Rafique has submitted his nomination papers to contest from NA-131 Lahore 9 constituency in the upcoming by-elections.

Rafique had lost to Prime Minister Imran Khan from NA-131 in a closely fought contest, securing 83,633 votes against the PTI chairman’s 84,313 votes.

PML-N had issued a ticket to the former railways minister to contest the by-elections from the same constituency after PM Imran vacated the seat to keep his hometown seat of NA-95 Mianwali.

Rafique’s papers were submitted by his spokesperson Qasim, and were accepted by returning officer Raham Zada.

Rafique’s wife, Ghazala Saad Rafique, will serve as the covering candidate for the former minister.

By-elections will be held countrywide on October 14.

ECP to begin voter registration of overseas Pakistanis from Sept 1

ISLAMABAD: The Election Commission of Pakistan (ECP) will start voter registration of overseas Pakistanis from Saturday (September 1) for the upcoming by-polls in the country.

The registration process will continue till September 15.

According to media, the facility will be limited to those overseas Pakistanis whose votes fall within the 37 constituencies where by-elections are scheuled to be held in October.

Further, only those Pakistanis residing abroad with a machine readable passport (MRP) and a National Identity Card for Overseas Pakistanis (NICOP) will be eligible for registration.

The Foreign Office and NADRA will run awareness campaigns with the help of embassies in this regard.

On August 17, the Supreme Court allowed Pakistanis living abroad to vote in by-elections.

Chief Justice of Pakistan Justice Mian Saqib Nisar had remarked that overseas Pakistanis would be participating in the by-election through i-voting, a system that allows voters to cast ballots from any computer connected to the internet anywhere in the world.

Further, the ECP on August 14 said pilot projects would be initiated for voting rights to overseas Pakistanis, which would not affect the results of by-elections.

The ECP said the decision on the use of i-voting would be made after several tests and pilot projects would be initiated in a limited area instead of an entire constituency.

It said the IVTF was formed on the orders of the Supreme Court of Pakistan, adding that the task force comprises officials of NADRA and the ECP’s Law and IT Wings.

SC summons Khawar Maneka in DPO Gondal transfer case

ISLAMABAD: The Supreme Court of Pakistan on Friday has summoned Khawar Farid Maneka in a case pertaining to the transfer of former District Police Officer (DPO) Pakpattan, Rizwan Gondal.

The court has also summoned Ahsan Jameel Gujjar, the son of a sitting PML-N, Iqbal Gujjar to the court.

During the hearing of a suo motu notice of the transfer of DPO following an alleged altercation with the former husband of Prime Minister Imran Khan’s wife, the top court expressed its dismay over the mechanism of transfer.

During the proceedings CJP remarked “What is this case? For the past five days, the whole nation has been discussing it.

Top judge continued that if the transfer was made on the request of the chief minister or the person sitting next to him then this was not his right.

The CJP also inquired where Jameel Gujjar and Khawar Maneka were.

CJP questioned that why was the DPO asked to visit Maneka’s house to apologize and why was he transferred at 1am in the night?”.

Justice Ijazul Ahsan remarked in clear terms that the court will not tolerate political interference or influence.

A three-member bench of the apex court headed by Chief Justice of Pakistan Justice Mian Saqib Nisar had summoned the police bigwigs including Rizwan Umar Gondal, Inspector General Punjab Police and the Regional Police Officer in a personal capacity to court. Moreover, an inquiry officer has also been summoned along with his report on the matter.

The inquiry report has also been forwarded to IG Punjab. According to the report, Gondal was responsible for not conducting an inquiry against officers who misbehaved with Bushra Bibi’s ex-husband Khawar Maneka.

Further, the report stated that the DPO ‘twisted’ the matter and shared it on social media.

Reports of Gondal’s transfer stirred a controversy earlier this week, as reports were rife that the transfer was politically motivated.

IG Punjab, however, denied that Gondal was transferred owing to the Khawar Maneka controversy.

However, on August 18, the Islamabad High Court (IHC) approved the former president’s petition for protective bail in the case and ordered him to appear before the relevant court before September 3.

Strict security measures were taken ahead of Zardari’s arrival, a bomb disposal squad scanned the court premises and gave the clearance.

The FIA is investigating 32 people in relation to money laundering from fictitious accounts, including Zardari and his sister Faryal Talpur. Zardari’s close aide Hussain Lawai was arrested in July in connection with the probe.

The former president’s other close aide and Omni Group chairman Anwar Majeed and his son, Abdul Ghani, were also arrested by FIA earlier this month. Majeed’s three other sons have been granted interim bail.

The amount, according to FIA sources, is said to be black money gathered from various kickbacks, commissions and bribes.

KARACHI: The weather of Karachi turned pleasant after the city received light drizzle early Friday morning.

According to details, the rain however, turned roads slippery, causing skidding for commuters headed to work in the morning.

The weather turned pleasant and multiple areas of the metropolis, including I.I. Chundrigar Road, FB Area, Gulshan, Nazimabad, University Road.

The Met Office has forecasted light drizzle will continue intermittently for the next 24 hours.

Rain is also expected in Malakand, Hazara, Mirpur Khas and Gilgit-Baltistan today. On Saturday, rain-thundershower is expected at isolated places in Rawalpindi, Gujranwala, Malakand, Hazara divisions, Islamabad, Gilgit-Baltistan and Kashmir.

Dutch anti-Islam lawmaker cancels blasphemous contest

ISLAMABAD: Dutch anti-Islam lawmaker Geert Wilders has announced to cancel the planned blasphemous caricatures contest on late Thursday, a scheme that had angered many Muslims particularly in Pakistan.

He said that he made the decision after he said he had received several death threats. A man was arrested by police two days earlier on suspicion of wanting to assassinate Wilders.

Dutch politician Wilders in June announced plans to stage the blasphemous competition in parliament later this year. He claimed he had received 200 entries.

But Dutch Prime Minister Mark Rutte distanced his government from the cartoon competition, saying it was not a government initiative.

Rutte last week said he supported free speech in the Netherlands but believed the competition was “not respectful” and aimed only to provoke.

Meanwhile, Pakistan Foreign Minister Shah Mahmood Qureshi said that the country’s ambassador to the Netherlands also confirmed cancellation of the controversial contest.

The planned contest had sparked protest demonstrations in Pakistan. Following the cancellation of the competition, the Tehreek-e-Labaik Pakistan (TLP) called off its protest rally which had set out for Islamabad from Lahore earlier this week.

MUMBAI: Ace actor Nawazuddin Siddiqui recently revealed that he charged just Re. 1. for Nandita Das’ upcoming film ‘Manto’. Not only this, celebrities like Rishi Kapoor, Gurdas Maan and Javed Akhtar didn’t charge a single penny.

Nawazuddin plays the character of Saadat Hasan Manto, offered to do the role at a nominal amount, ‘largely for Manto and little bit’ for Nandita.

“Trust me, there is more to life than money! The compensation comes in the form of experience and the joy of working on interesting projects. I, too, have done many such projects and have never looked for ‘monetary compensation’,” said Nandita.

“This (Manto) is the character that an actor would give an arm and leg for. But to not charge even a nominal fee is very gracious of Nawaz,” Nandita said in a statement.

She added, “Rishi Kapoor and Gurdas Maan said yes in our first meeting. I also reached out to many whom I knew well and have used up all my goodwill to get a stellar cast that truly does justice to the characters in the film.

“While many have done cameo roles, they all bring their talent and credibility to the characters.”

Other actors like Purab Kohli, Rajshri Deshpande, Ranvir Shorey, Divya Dutta and Swanand Kirkire also did the film free of cost.

Manto is slated to release on September 21.

ISLAMABAD: Would you store WhatsApp backups without encryption?In an FAQ, messaging platform WhatsApp has given details of a deal that allows users to backup to Google Drive without worrying about storage costs. It will only apply to users that run the app on Android. Heavy users of the app will welcome this move. It will free up space on their device and allow them to restore to another device. To sweeten the announcement, backups won’t count towards Google Drive limits.

Like anything that sounds too good to be true, so it this. About halfway down the FAQ that gives details on how to backup WhatsApp adds the line:

For anyone who relies on WhatsApp to communicate securely, this backup option is not for you. It is likely to have businesses, journalists and rights activists looking for an alternative. None of these groups will want their messages suddenly accessible by hackers or anyone who can get to a users Google Drive account.

This is yet another piece of bad news for WhatsApp after researchers said they could hack into the app earlier this month.

The only people who will be breaking open the champagne here are law enforcement and governments. They have often complained that WhatsApp is being used by criminals and terrorists and the encryption is hampering their work.

In India, the government has a long running battle with WhatsApp arguing that it is stopping them investigating rapes and murders. They also accuse it of spreading misinformation and provocative content. In July, WhatsApp said it was looking at ways to limit the number of times messages could be forwarded.

This move now allows authorities to issue a warrant to Google in order to access a users messaging backup. If successful, they would be able to see all the chats that a user has backed up. Intelligence services may not even wait for a warrant. They could choose to simply hack into a users Google Drive account and copy the data. The same could be done by other hackers looking for information that they could exploit.

What cannot be done is to backup a seized phone and then access the data. This is because the setup process requires access to WhatsApp on the local device. The user has to be logged in to create the backup process.

Transferring the message store “as is” from the device was one option. However, the key used to encrypt the data is stored on the device. Extracting and saving it is not the simplest of tasks. WhatsApp could have written a utility that would have helped the user do this but then it would need to store the key securely in Google Drive.

Another option would have been to provide the user with a way to encrypt the data themselves. This could be as simple as asking for a password before the data was transferred.

A third option would have been to create a proper backup app. This could help the users encrypt their data and even setup multi-factor authentication in order to access it later. They would also have the ability to backup wherever they wanted – Google, Microsoft, Box, Dropbox, company server, home computer, etc. Such a wider set of options seems like a missed opportunity.

WhatsApp has made its mark as a secure messaging application. Users like it because it keeps all their conversations secret. Only those involved in a conversation can see the messages. Despite pressure from many governments, most recently India, WhatsApp has made it clear it cannot decrypt messages.

There is a question over why Google Drive and why only Google Drive. It could be that it was the easiest option given that this only applies to Android devices running WhatsApp. However, there are suggestions in Internet chat groups that this could be a more sinister move.

Last year, Google was caught monitoring what people were storing in its apps. In what Google later blamed on a botched update, some users were locked out of their accounts for violating the company’s content policies. Like many Internet companies, Google is under pressure to scan for unacceptable content and block it. It comes as no surprise, therefore, that it would be doing some form of scanning.

The vast majority of content inside WhatsApp backups is likely to be mundane. However there will be messages that are not so innocent. Photos sent between two individuals, business users exchanging confidential data and journalists talking to sources. None of these would expect Google or anyone else to be mining their WhatsApp backup. But if it isn’t encrypted then it’s fair game.

UK considers ban on sale of energy drinks to young people

LONDON (AFP): Britain´s government launched a public consultation Thursday over plans to ban the sale of energy drinks to young people, as it grapples with some of Western Europe´s worst child obesity rates.

Prime Minister Theresa May wants to prevent retailers from selling popular energy drinks to children because of their high levels of sugar and caffeine.

The government estimates more than two-thirds of 10 to 17-year-olds and a quarter of six to 9-year-olds consume the drinks, which are linked to a host of health and behaviour problems, from headaches to hyperactivity.

“Childhood obesity is one of the greatest health challenges this country faces,” May said in a statement.

“With thousands of young people regularly consuming energy drinks, often because they are sold at cheaper prices than soft drinks, we will consult on banning the sale of energy drinks to children.”

The plans were first announced in June, alongside a commitment to halve childhood obesity rates by 2030.

The 12-week consultation will ask whether the restrictions should apply to children under 16 or under 18 and if the law should be changed to prevent children from buying them in any situation.

The proposed legislation will prevent the sale of energy drinks that contain more than 150 milligrams of caffeine per litre to children.

A 250-millilitre can may contain double that amount — the equivalent of nearly three cans of cola, according to the department of health.

On average, non-diet energy drinks also contain 60 per cent more calories and 65 per cent more sugar than regular soft drinks, it said.

Meanwhile nearly a quarter of children in England are obese or overweight by the age of five, rising to one third by the time they leave primary school aged 11.

Public health advocates welcomed the plans but Tam Fry, of Action On Sugar, said it was “astounding that the government feels that a consultation is required”.

“It has been told for years that these drinks are quite unsuitable for children even if they play a lot of sports.

“We need a government that leads rather than going cap-in-hand to the court of popular approval.”

Court blocks Trans Canada pipeline expansion

TRENTON: A Canadian court put the brakes on a CAN$4.5 billion oil pipeline expansion Thursday primarily because Indigenous peoples were not properly consulted before the project was given the green light.

The Trans Mountain pipeline was to have expanded capacity to carry oil west across British Columbia (B.C.) from the oil sands in Alberta. It would then be shipped to Asian markets.

Kinder Morgan, the U.S-based company behind the project, backed away in May because of uncertainty due to legal challenges from Indigenous groups and the B.C. government.

Prime Minister Justin Trudeau said the pipeline was vital to Canada’s economic future.

After Kinder Morgan pulled out, Trudeau said the federal government would buy the project for CAN$4.5 billion.

The pipeline has been valued at anywhere from  CAN$7.5 billion down to the amount paid by Canada and even lower.

But Thursday’s decision means the Trudeau government will have to begin the consultation process again.

“Only after consultation is completed and any accommodation made can the project be put before the Governor in Council for approval,” the Federal Court of Appeals ruled.

“The duty to consult was not adequately discharged in this case.”

Specifically, the court said the National Energy Board, which reviews energy projects, did not take into consideration the increased oil tanker traffic on the B.C. coast and possible impacts on the environment and marine life, including killer whales.

As well, the court said the board did not properly consult with Indigenous peoples to find out their concerns.

The federal government had not yet reacted to the news by publication time. (AA)

1000 Iraqis, Syrians killed by US-led coalition: Report

WASHINGTON (Sputnik): At least 1,061 civilians have been confirmed dead in Syria and Iraq as a result of US-led coalition’s campaign to defeat the Daesh* terrorist group, Combined Joint Task Force – Operation Inherent Resolve said in a monthly casualty report on Thursday.

“Based on information available, CJTF-OIR assesses at least 1061 civilians have been unintentionally killed by Coalition strikes since the start of Operation Inherent Resolve,” the report said.

“A total of 216 reports are still open.”

The latest figure includes all civilian casualties from the start of the campaign in August 2014 through July 2018, a period during which the coalition conducted a total of 29,920 strikes, the report said. In July 2018, coalition strikes killed at least three civilians, based on an analysis of three reports US officials considered credible.

The coalition determined that 15 other civilian casualty reports were not credible, the report said.

The US-led coalition of more than 70 countries is conducting military operations against the Daesh terrorist group in Syria and Iraq.

The coalition’s activities in Iraq are conducted in cooperation with Iraqi officials, but those in Syria are not authorized by the government of President Bashar Assad or the UN Security Council.

SHC adjourns hearing of Faryal’s plea against FIA

KARACHI : Sindh High Court on Thursday adjourned the hearing of Faryal Talpur’s plea against FIA Interim Challan in money laundering case for indefinite period due to absence of her counsel, Farooq H Naik.

During the hearing of the case, Faryal Talpur said that FIA’s investigation is underway on the political basis.

The inquiry which was closed in 2014 has been reopened again, the magistrate has not even told about the grounds on which he has accepted challan, Faryal added.

She demanded to declare FIA’s Challan null and void.

Earlier on August 16, Karachi’s Banking Court extended PPP’s Faryal Talpur bail before arrest till September 04 in money laundering case.

Earlier on July 27, Banking Court granted bail before arrest to PPPs’ Faryal Talpur in Money Laundering case till August 16. The court granted her bail against security bonds of Rs. two million.

It may be recalled that Faryal Talpur and her brother PPP’s Co-chairman Asif Ali Zardari have been named in the money laundering case by FIA.

Earlier on July 23, Sindh High Court’s Circuit Bench accepted Faryal Talpur’s six-day pre-arrest protective bail petition in a money-laundering probe against her and brother Asif Ali Zardari.

A two-member bench headed by Chief Justice of Pakistan Justice Saqib Nisar took suo motu notice into the FIA’s probe of Rs35 billion money-laundering scam.

Justices Irshad Shah and Rasheed Soomro approved Talpur’s pre-arrest bail petition.

The latter had pleaded that FIA’s cases were politically motivated and the purpose of arresting her was to prevent Talpur from contesting polls.

The Federal Investigation Agency on July 21 declared the former president and his sister absconders in the money laundering case, which also nominates others including Zardari’s close aide and Pakistan Stock Exchange Chairman Hussain Lawai.

The FIA also declared 20 people including Anwar Majeed and his son absconder in the money laundering case.

FBI finds no evidence Clinton server hacked after China denies hacking

The FBI said Wednesday that it has no evidence Hillary Clinton’s private email server was compromised even though President Trump tweeted a news report that alleged the Chinese had hacked it.

Trump tweeted shortly after midnight that China had hacked Clinton’s emails, without offering any evidence or further information, and suggested that the FBI and Department of Justice should investigate.

“Hillary Clinton’s Emails, many of which are Classified Information, got hacked by China. Next move better be by the FBI & DOJ,” he tweeted.

FBI and Justice Department officials have said publicly that there was no evidence Clinton’s server was hacked by a foreign power. Former FBI Director James Comey said at a July 2016 news conference that the FBI did not find direct evidence that the sever had been successfully hacked though he also acknowledged that, “given the nature of the system and of the actors potentially involved,” it would have been unlikely for the bureau to find such direct evidence.

A June report from the Justice Department’s inspector general on the FBI’s handling of the Clinton investigation said FBI specialists did not find evidence that the server had been hacked, with one forensics agent saying he felt “fairly confident that there wasn’t an intrusion.”

An FBI official said Wednesday after the Daily Caller story and Trump tweet that the “FBI has not found any evidence the servers were compromised.”

The White House did not immediately comment on the FBI’s statement.

China has denied an accusation by U.S. President Donald Trump that it hacked the emails of Hillary Clinton, his Democratic opponent in the 2016 election.

“We are firmly opposed to all forms of cyberattacks and espionage,” foreign ministry spokeswoman Hua Chunying said at a regular briefing Wednesday. She said China is a staunch defender of cybersecurity.

Toxic smoke engulfs Melbourne as huge factory blaze burns out of control

Residents in Melbourne awoken to billowing “toxic smoke” and a series of loud “explosions,” with a massive factory fire burning out of control in the suburb of West Footscray.

Visible from right across the city, images of the huge blaze have littered social media as more than 120 firefighters and 30 fire trucks responded to the incident.

“When crews first arrived, we had no understanding of what was in the building so we’ve spoken to the owner and the occupier and we believe there is some acetone and some oxy-acetylene,” incident controller from the Melbourne Metropolitan Fire Brigade commander Ken Brown said.

“Oxy-acetylene is welding equipment and acetone, the best way to describe it is nail polish remover.”

“There’s been some other explosions that we’ve had, we’ve had some forty-four gallon drums explode and fly through the air, which is a concern for our firefighters.”

Brown said it is likely to take some hours before the inferno is under control.

Residents within a 2-km radius of the blaze have been urged by authorities to stay inside their homes, shut their doors and windows and turn off all air-conditioning units.

Firefighters were also considering whether to evacuate nearby schools.

Artistic swimmers gift China 100th gold at Asiad

With the traditional Peking Opera music elements, defending champions China retained the title of the team artistic swimming for the fourth time and it was the 100th gold medal for China at the ongoing Asian Games.

Besides the artistic swimming team gold, China grabbed four golds to top the table with 102 gold, 67 silver and 50 bronze medals.

The Chinese artistic swimming team first finished on top with the Beautiful Baikal in the technical routine with 92.5062 points, and then continued their lead in the free routine in 94.4333 points for a winning total of 186.9395 points.

“We are honored to win the 100th gold medal for Team China! It was a long and busy day. It is the first time we competed both technical and free routines within one day. We got up at 4am and did make-up, warm-up and competition,” said Guo Li, a member of China’s winning team.

“It is no problem at all to our physical strength since we trained much harder than this. We want to show the mixture of Chinese traditional style and physical power and speed to the audience,” Guo added.

Also from the pool, Chinese divers showed a class of their own as world champions Shi Tingmao/Chang Yani and Chen Aisen/Yang Hao sealed victories in the women’s 3m synchro springboard and men’s 10m synchro platform.

China has swept all four synchro events on offer at these Asian Games.

Shi/Chang, winners of the 2017 FINA World Championships and 2018 World Cup, led the field and collected a total of 335.70 points for the gold.

“We did not look at the scores but concentrated on our dives. Chang is 10 years younger than me but she is smart and knows how to dive with me,” said Shi who will be 27 years old in two days on Aug 31.

Chen/Yang also met no challenge before winning the men’s 10m synchro platform with 466.47.

In athletics, Chinese athletes Wang Kaihua and Yang Jiayu won men’s and women’s 20km race walking golds.

On the medal table, leaders China are followed by Japan and South Korea on 52 and 37 golds respectively. Hosts Indonesia reeled off six out of eight golds in pencak silat, a local martial art, to place fourth on 30 golds.

Personal data breach caused by apps a serious problem: survey

A recent survey shows that over 80 percent of interviewees have experienced a personal data breach while installing and using smartphone apps.The online survey, conducted by the China Consumers’ Association, received 5,458 valid responses. Of these, 85 percent of respondents reported experiencing a personal data breach.

The most common problems that respondents said followed a data breach were sales calls, harassing text messages, and spam mail. About one-third of the respondents said that the steps they took to resolve problems that followed the data breach were ineffective.

The survey found that unauthorized collection of personal data by app operators was the main cause of personal data breaches. In the first half of this year, online shopping platforms and social network sites have become new hot spots for complaints, said the China Consumers’ Association.

The China Consumers’ Association has advised consumers to be more active in protecting their personal data. It has also called on authorities to more closely supervise app service providers, and for companies selling personal data without consent to be severely punished.

Breaches of personal data have been making headlines in China recently.

On Wednesday, Shanghai police said they have launched an investigation into an alleged data breach by Huazhu Group, one of China’s largest hotel operators. Nearly 500 million pieces of customer information was leaked online.

The same day, police in Zhejiang Province claim to have uncovered the theft of three billion pieces of personal data, including from the country’s major telecommunication service providers.
