Assets case: NAB summons PML-N’s Hamza Shahbaz today

LAHORE: The National Accountability Bureau (NAB) summoned leader of Pakistan Muslim League-Nawaz (PML-N), Hamza Shahbaz in a case related to assets beyond known sources of income, on Tuesday (today).
According to reports, the anti-corruption watchdog issued a notice to Hamza Shehbaz at his residence in Model Town area of Lahore and directed him appear before a NAB team at 3pm at NAB’s Lahore office.
NAB, in the wake of a sharp increase in his assets during 2005-2017, directed Hamza Shehbaz to provide details of his sources of income.
Opposition Leader in Punjab Assembly was directed to come up with details of his tax returns and wealth statements from 2006 to 2008.
It is pertinent to mention here that Hamza Shehbaz had appeared before the accountability bureau team on April 16 but he could not give satisfactory answers of their questions during quizzing.
Earlier, the Lahore High Court (LHC), on April 25, had extended interim bail of the Opposition Leader in the Punjab Assembly, Hamza Shehbaz, till May 8.
Hamza Shehbaz along with his lawyers had appeared in the hearing amid tight security arrangement made in and around the high court to avoid any foreseen situation.

Lahore: Three of a family killed in road accident

LAHORE: As many as three persons of the same family were killed and four other were injured when their car turned turtle in Defence Phase-5 area of Lahore on late Monday night.
According to local news channel report, the accident occurred near Wateen Chowk in Defence where a car overturned due to over speeding, killing 50-year-old Rafiq, his wife Amna and daughter on the spot. Four persons were injured in the accident.
Police and rescue teams reached the spot and shifted the dead and injured to hospital. Police have also started investigation.

Wife, son of PPP’s former minister killed in road mishap

GOJRA: Wife and son of former federal minister were killed on Monday in Gojra road mishap.
According to reports, family of former federal minister for education Muhammad Baligh Ur Rehman, faced a road accident near Gojra where his wife got killed and children injured.
The rescue teams arrived shortly where the injured were shifted to hospital. The son of Muhammad Baligh Ur Rehman succumbed to injuries in the hospital.
CM Punjab Usman Buzdar offered condolence with former minister and prayed for early health of children. He also advised divisional commissioner Faisalabad to provide best health services to the injured.
Opposition leader in National Assembly Shehbaz Sharif also condoled with Muhammad Baligh Ur Rehman and prayed for the deceased.

Nandipur case: Court defers its verdict on Babar Awan’s acquittal plea till May 6

ISLAMABAD: Accountability court has postponed its verdict on acquittal plea of Pakistan Tehreek-e-Insaf (PTI) leader Babar Awan in Nandipur Power Project reference, on Tuesday.
As the hearing underway, the accountability court judge said that the verdict will be announced on May 6.
Earlier, accountability court had indicted seven accused including former Prime Minister (PM) Raja Pervaiz Ashraf and Babar Awan in Nandipur Power Project reference.
The other accused included former law secretary Riaz Kiyani, Masood Chishti, ex-consultant Shumaila Mahmood, former joint secretary Riaz Mahmood and ex-secretary Shahid Rafique.
It is to be mentioned here that the project remained a victim of delays since its inception.
In 2012, a one-man commission comprising retired Justice Rehmat Hussain Jafri had revealed in a report that due to the delays in the project, the national exchequer had suffered a loss of Rs113 billion.

Assets case: PTI’s Aleem Khan to be presented in court today

LAHORE: leader of Pakistan Tehreek-i-Insaf (PTI) leader Aleem Khan will be presented before the accountability court on Monday (today) in the assets beyond his known sources of income case.
According to details, an accountability court will hear the case today against the former Punjab’s senior minister and he will be presented before the court of Accountability Judge Syed Najmul Hassan upon completion of his judicial remand.
In the last hearing, the judge had previously sent Aleem to jail on judicial remand till April 30 and directed the NAB prosecutor to submit a final report on the matter in the next hearing.
According to NAB, Aleem being the Secretary of Parkview Cooperative Housing Society, Member of the Provincial Assembly of Punjab and Minister for Information Technology held public office and during the period was involved in acts of corruption and corrupt practices by way of accumulating assets beyond known sources of income within Pakistan and outside.
Furthermore, the bureau said, the accused established multiple companies with the purpose of real estate business and invested millions of rupees.
He has been accused of buying more than 900 kanal land in different villages of Lahore in the name of his company M/s A&A Pvt. Ltd. and also paid advances for additional 600 kanal land for which he could not account for the sources of the investments.
In year 2005 and 2006, apart from inland assets, he established offshore companies in the United Arab Emirates (UAE) and the United Kingdom (UK) with these companies acquiring assets of extensive value which are beyond known sources of income of the accused.

Director John Singleton passes away at 51
WASHINGTON (AFP): John Singleton, director of the groundbreaking 1991 movie about US inner city life Boyz n the Hood, died Monday at the age of 51, his family announced, triggering a flood of tributes hailing him as an “inspiration.”
Singleton had been placed in a medically-induced coma after suffering a stroke several weeks ago, and his family had earlier made known their intention to take the filmmaker off life support.
“John passed away peacefully, surrounded by his family and friends,” they said in a statement quoted by media including USA Today and NBC News.
“Our hearts are heavier today… as we mourn this tremendous loss,” said Directors Guild of America director Thomas Schlamme.
Singleton directed Boyz n the Hood as a 22-year-old fresh out of film school. The flick described youth and violence in South Central Los Angeles, the bleak, gang-ridden neighbourhood of his childhood.
The movie won Singleton Oscar nominations as best director and best original screenplay, making him the youngest writer-director and first African American to achieve the distinction.
“The youngest-ever Best Director nominee and an inspiration to us all. John Singleton, you will be greatly missed,” tweeted the Academy.
Starring the rapper Ice Cube and Cuba Gooding Jr, Boyz n the Hood was a breakthrough success that won special honours at Cannes and in 2002 was selected for preservation by the Library of Congress as a “culturally, historically or aesthetically significant” film.
‘Rest In Power’
The movie, featuring tunes from Miami collective 2 Live Crew and west coast hip hop pioneer Too $hort, helped to popularize the genre.
Singleton went on to a prolific career as a film director, with credits that included the remake of Shaft (2000) and 2 Fast 2 Furious (2003). His work on television included shows such as Billions, The People v OJ Simpson: American Crime Story and Empire.
Singleton’s death triggered an outpouring of tributes from across the entertainment industry.
“Rest In Power, my friend. One of the greatest to ever do it,” Regina King, who starred in Boyz n the Hood, wrote on Instagram.
“Will always love you John! Your spirit will forever shine bright.”
“Mourning the loss of a collaborator & True Friend John Singleton,” said actor Samuel L Jackson. “He blazed the trail for many young film makers, always remaining true to who he was & where he came from!!! RIP Brother. Gone Way Too Soon!”

Filmmakers John Carpenter and Ron Howard also praised his talent, with the latter noting that Singleton was “well regarded everywhere he went.”
The director’s family had provided few details about Singleton’s medical crisis but said he has long suffered from hypertension. US media reports said he was hospitalized April 17 after suffering a stroke.
Taking him off life support, they said earlier, had been an “agonizing decision” made over a number of days, with the counsel of his doctors.

‘Star Wars’ Darth Vader outfit could go for $2 million at auction
LOS ANGELES (Reuters): A man who made appearances as Darth Vader at film premieres and fan conventions will sell a costume created in 1979 by the “Star Wars” design team at an auction of classic movie memorabilia next month, auction house Bonhams said.
The 17-piece ensemble includes the villain’s black mask, boots, a pair of capes and a cod piece, said the auctioneers, who estimated it could sell for between $1 million and $2 million.
The seller is Bryce “Kermit” Eller, whose deep voice helped him land a job making public appearances as Vader at premieres, book signings, conventions and the 1978 Academy Awards.
The costume going up for auction is one of a handful of Vader outfits produced in 1979 by the team of “Star Wars” costume designer John Mollo in London for the movie “The Empire Strikes Back,” Bonhams said. It is unclear if any pieces were used on screen before they were given to Eller.
The components are made from leather, wool, silk, fibreglass and other materials, Eller said in an interview.
“It’s really, really hot,” Eller said. “You’ve got multiple layers. It takes about 25 minutes to put it on, and you’ve got to have assistance.”
In fact, Eller said he once fainted after wearing the costume for hours and becoming dehydrated. Paramedics came to his assistance and wanted to cut it off.
“I said ‘absolutely not,’” Eller said. “I said ‘I’ll heal. The costume won’t.’”
The outfit will be part of a public exhibition with Turner Classic Movies starting on May 4 before going on sale on May 14.
Props and costumes from “Star Wars”, one of the most popular film franchises, have fetched high prices at auction.
In 2017, a complete R2-D2 droid used in the first, 1977 “Star Wars” movie sold for $2.76 million, and a lightsaber used by hero Luke Skywalker fetched $450,000.

US measles outbreak raises questions about immunity in adults
WASHINGTON (Reuters): Adults in the United States who were vaccinated against measles decades ago may need a new dose depending on when they received the shot and their exposure risk, according to public health experts battling the nation’s largest outbreak since the virus was deemed eliminated in 2000.
Up to 10 percent of the 695 confirmed measles cases in the current outbreak occurred in people who received one or two doses of the vaccine, according to the US Centers for Disease Control and Prevention.
The figure illustrates what can happen when a large number of individuals, even those who have been vaccinated, are exposed to the measles. CDC recommends that people who are living in or travelling to outbreak areas should check their vaccination status and consider getting a new dose.
Dr. Allison Bartlett, an infectious disease expert at the University of Chicago Medicine, said the “continued vulnerability to infection” is why high-risk adults such as healthcare workers are routinely advised to get a second dose of the measles vaccine if they have not had one.
But knowing your vaccination status can be tricky, experts said.
“It’s complicated and often futile because it’s very difficult to resurrect those old records,” said Dr. William Schaffner, an infectious disease expert at Vanderbilt University Medical Center.
People vaccinated in the United States since 1989 would most likely have received two doses of the combined measles, mumps and rubella (MMR) shot under federal guidelines, and that is still considered the standard for protection.
Anyone vaccinated between 1963 and 1989 would likely have received only one dose, with many people immunised in the earlier years receiving an inactivated version of the virus. Americans born before 1957 are considered immune as they would have been exposed to the virus directly in an outbreak.
Merck is the sole US provider of the MMR vaccine. The company said in a statement that it has “taken steps to increase US supply” of the vaccine due to the current outbreak.
Highly contagious
The measles virus is highly contagious and can cause blindness, deafness, brain damage or death. It is currently spreading in outbreaks in many parts of the world.
According to the World Health Organisation, 95 percent of a population needs to be vaccinated to provide “herd immunity,” a form of indirect protection that prevents infection in people too young or sick to be vaccinated. US public health officials have blamed the current outbreak in part on rising rates of vaccine skepticism that have reduced measles immunity in certain communities.
For travellers to outbreak areas abroad, the CDC recommends adults consider getting another dose of MMR unless they have proof of receiving two prior doses, take a blood test showing immunity, or were born before 1957.
In general, the CDC says two doses of the measles vaccine should provide 97 percent protection; one dose should offer 93 percent protection. However, immunity can wane over time.
This has occurred even in adults with two documented doses of the vaccine, said Dr. Michael Phillips, chief epidemiologist at NYU Langone Health, which serves parts of New York City, a hot spot in the US outbreak.
He said in kids, “the vaccine is really effective,” but in some adults, memory T-cells, which recognise and attack germs, do not fight the virus as effectively as they once did.
Rapid blood tests are available that can detect whether a person is immune based on the level of measles antibodies, but the tests are not 100 percent reliable.
Adults who have any doubt about their immunity should get another dose, Schaffner said: “It’s safe. There’s no downside risk. Just roll up your sleeve.”

Tesla may seek alternative financing sources
NEW YORK (Reuters): Tesla Inc said on Monday it could seek alternative sources of financing although it expects cash generated from its business to be enough to fund its investments and pay down debt for at least the next 12 months.
Wall Street has been looking for more details after Chief Executive Officer Elon Musk suggested last week that a capital raise could be imminent as the electric vehicle maker posted a $700 million loss for the first quarter.
“There is some merit to raising capital,” Musk said on an earnings conference call on Wednesday, after being asked why he had not done so yet. “It’s probably about the right time.”
Shares of the company, which were initially up 2 percent after Musk reached a deal with the U.S. regulators to settle a dispute over his use of Twitter, pared most of their gains to trade up 0.2 percent at $235.60 before the bell.
Many analysts had predicted the company would need to raise funds for its expansion, including the Shanghai factory, the upcoming Model Y SUV and other projects.
“We continually evaluate our capital expenditure needs and may decide it is best to raise additional capital to fund the rapid growth of our business,” the electric car maker said in a regulatory filing here.
Tesla has $2.2 billion in cash and expects capital expenditures of about $2.5 billion to $3 billion annually for the next two fiscal years. The company’s total debt stood at $10.33 billion as of March 31.
However, tapping the debt market for raising capital might become more expensive for the electric car maker.
Tesla’s $1.8 billion junk bond sank half a cent to yield 8.42 percent on Friday, more than 3 percentage points above the bond’s coupon rate of 5.3 percent.

Time is up, DG ISPR warns PTM leadership Says PTM received funds from NDS, RAW; Seeks list of TTP existing in Afghanistan besides missing persons; Tells India ‘Do not test our resolve’

Maj-Gen Asif Ghafoor, Director General of Inter-Services Public Relations, on Monday said that the Pakistan Army wanted to make every effort to resolve the issues faced by Pashtuns in tribal areas, but that the manner adopted by the Pashtun Tahafuz Movement to voice such grievances would no longer be tolerated.
Addressing a press conference at the General Headquarters in which he talked about the recent tensions with India and issues of national security, he also said that the PTM had received funding from Afghan and Indian intelligence services.
“We want to do everything for the people [of tribal areas], but those who are playing in the hands of enemy people, their time is up. Their time is up,” Maj Gen Ghafoor said, referring to the PTM. “But the instructions of the army chief will be fully followed. People will not face any sort of problem and neither will any unlawful path be adopted,” he said, suggesting possible action against the PTM. Everything will be done lawfully.”
“You have enjoyed all the liberty that you wanted to,” he said, addressing the PTM leadership. The ISPR chief individually responded to the demands made by the PTM at its rallies and meetings.
The military spokesperson asked PTM to give audit of their money they have collected in the name of rights of Pashtun.
“When we took action against the TLP (Tehreek-i-Labbaik Pakistan), people said that why is action not taken against PTM as they speak up too much as well.
“The first person to engage with them [PTM] was me. I was told to engage with them by the army chief and I was given one order by the army chief: ‘Do not use a harsh hand with them.’
“I met with [PTM leader] Mohsin Dawar, and they had three demands: They said that mines and unexploded bombs still exist [in tribal areas] […] Their demand was genuine, we created 48 teams and 45 per cent of these areas were cleared. [As many as] 101 casualties of the Pakistan Army also occurred in those areas while clearing them of those mines. We let those casualties happen as they happened in the line of duty. “Their [PTM’s] next demand was about clearing away checkposts. Pak Army has lost thousands of soldiers at these checkposts. “[The issue of] missing persons were their third demand [and] they created a list of those missing persons. The list has shortened to 2,500 cases today and the [missing persons] commission is working day and night to resolve those cases. “These demands were not even their [PTM’s] demands, the demands are of the people that live there.
“On the PTM website, they have got a number that states the amount of funds they have collected from Pashtuns around the world. But tell us how much money did you get from the NDS (Afghan National Directorate of Security) to run your campaign? How much money did RAW (India’s Research and Analysis Wing) give you for the first dharna in Islamabad?
“[Superintendent of Police] Tahir Dawar is killed in Afghanistan, in what capacity did PTM talk to the Afghan government, and say that the [Pakistani] government should not be handed the body and the body should only be given to the Dawar tribe?
“Why did NDS give you funds for Armaan Loni’s funeral and the dharna that followed? If you have these funds, why do you not use these funds for the development? “When Armaan Loni died, funeral prayers were offered for him in Afghanistan. But how is it that when 10 policemen lost their lives trying to protect 800 students giving police entry exams [in Balochistan], you did not go to the namaz-i-janaza for those 10 men. And no namaz-i-janaza was held for those 10 men in Afghanistan.
“When Loni died, the Afghan prime minister gave a statement in his favour and you [PTM] endorsed it.
“Those people who are playing with the people whose issues they have brought forward, I would like to tell them that their time is up. Their time is up.
“I would like to ask the PTM to provide me another list, besides the one of the missing persons, of all the strength of the Tehreek-i-Taliban Pakistan that exists in Afghanistan, so that I could tally the two to see if any of the missing persons are actually sitting there.
He then delivered a message in Pushto to the Pushto-speaking people, urging them to not be deceived by the people functioning against Pakistan’s interests.
At the start of the presser, Maj Gen Ghafoor said India had accused Pakistan of being behind the Pulwama attack in occupied Kashmir, but that Pakistan had denied the same.
“We told them we were not involved. India then violated our airspace, we then gave the ultimatum that we will respond when we see fit, just like the PM said.
“Two months have passed since and India has told countless lies on the matter. We have not responded to the lies, not because we can’t, but because we don’t want to retaliate.
“International media came to Pakistan, we told them that they should go to the place and see for themselves what had happened.
“India had said that 300 people had died in their attack [in Balakot]. Then they said that they had used a small-scale missile that bore a tiny hole in the ceiling of the building and then exploded inside. We again offered to show your own [Indian] media the site.”
“We downed two Indian planes in the process, the whole world saw their debris and you [India] still claimed that one of the two planes was ours and one of our own pilots died, as we had initially said that two Indian pilots had been captured, and then said that there was only one. You [India] said that we have changed our statement because one pilot was our own.“We got initial information through the proper channel, then on the ground, I personally found out that only one person had been captured and I sent out the correction myself. How is it that you are ready to accept one of our statement, not the other?”
“We have not retaliated because we want peace […] we asked you [India] to ask America about our F-16s’ strength. In this day and age, hiding the downing of a plane is impossible. In this time, even if a motorcycle crashes the world finds out.
“We have not talked much about it because we want to find the appropriate time to honour our pilots whose skills had been used to down the Indian planes.
“India says that Pakistan’s attitude needs to change. We say that you have not been able to change our attitude, but maybe you need to look inwards and look at the way you have approached the relationship between the two countries.
“In your [Indian] rhetoric, you keep using nuclear power as a threat. Nuclear powers are not a threat, they are a weapon of deterrence that should not be mentioned lightly.”
“Do not test our resolve,” he said while addressing India, stressing that the Pakistan Army will fully defend its 207 million people if and when required.
“Pakistan has a regional importance. We are neighbours with Afghanistan, which has been plagued with war for the last 40 years, first with the Soviet occupation and then with the US army after 9/11.
“Cooperation with Afghanistan has been going throughout this time. This can be seen through the fact that at least 81,000 Pakistani soldiers have lost their lives in these operations to date.
“I can now say with confidence that there is no terrorist organisation in Pakistan anymore. We have proscribed violent extremist organisations and we have been working to curb terrorism in Pakistan.

NAB, economy can’t go together: Zardari Zardari, Talpur bail extended, another accused becomes approver

The Pakistan Peoples Party (PPP) co-chairman was sceptical of the fact that the incumbent government would complete its tenure, responding ‘god forbid’ when questioned on the matter after the hearing of the fake accounts case today.
The fake accounts against Zardari and Sindh lawmaker Faryal Talpur strengthened on Monday as one more accused expressed willingness to become an approver.
On Monday, the Zardari siblings appeared in Judge Muhammad Arshad Malik’s courtroom. NAB informed the court that Sher Muhammad, an accused, had filed a request to become an approver. The prosecutor added that the bureau was processing his, Noreen Sultan and Kiran Aman’s applications to become approvers in the matter
During the hearing, Judge Malik sought an explanation over Lawai’s absence from the courtroom. NAB prosecutor said the bureau had written to Sindh chief secretary twice seeking Lawai’s appearance in court but received no reply.
Meanwhile, the single-judge bench granted 10-day extension in pre-arrest bail to Zardari and Talpur against surety bonds worth Rs2 million. The hearing has been adjourned till May 9.

Pakistan among top 20 military spending countries

Pakistan was 2018’s 20th biggest military spender in the world with an expenditure of $11.4 billion, a report published by the Stockholm International Peace Research Institute (Sipri) said.
The military spending of 2018 made up for four per cent of Pakistan’s gross domestic product which is the highest level since 2004, according to the report by the Sweden-based institute.
The Sipri report ranked Pakistan among the top 10 countries with the highest “military burden” — described as a “state’s military expenditure as a share of GDP”.
Since 2009, Pakistan’s military spending has increased every year, the report stated, adding that between 2009 and 2018 the spending increased by 73pc. In 2017-18, the increase in military expenditure was 11pc, it said. The top military spender in the world is the United States, which spent $649bn on its forces last year. The US military spending, however, has decreased by 17pc over the past decade, the report said.
It is followed by China (around $250bn), Saudi Arabia (around $67.6bn), India ($66.5bn) and France ($63.8bn). These five countries accounted for 60pc of the global military spending. According to the report, India’s military spending, which rose by 3.1pc between 2017-18, was “largely motivated by tensions and rivalry with Pakistan and China”.

Ghani holds council to set peace talks agenda

But the gathering — known as a Loya Jirga — instead looks to further aggravate divisions within the US-backed government, even as America makes progress with the insurgents in direct talks aimed at ending the 18-year war
President Ashraf Ghani hopes to showcase unity at the gathering of politicians, tribal elders and others. But Chief Executive Abdullah Abdullah, his partner in a unity government brokered by the United States after a bitterly disputed election in 2014, heads a list of prominent no-shows.
US envoy Zalmay Khalilza has held several rounds of talks with the Taliban, who refuse to negotiate directly with the Kabul government.

Madressas to be mainstreamed, funds allocated

Pakistan military has said that madressas in the country will be mainstreamed and the government has now allocated funds to implement the plan.
Briefing the media, DG ISPR Major General Asif Ghafoor explained in detail how the state has planned to implement the scheme.
In January 2019, a decision was made in principle to mainstream the 30,000 plus seminaries and 2.5 million students receiving education there, he said but the plan was put on back burner due to financial constraints. Then in February, funds were allocated for the purpose and now the military is working with Ministry of Education to prepare the syllabus and introduce contemporary subjects in the new curriculum.
The Army Chief in the past few months have had extensive interactions with the religious scholars from different sects and they were of the view that opportunities for the students passing out from the seminaries are very limited.
Currently, we need Rs 2 billion at the earliest and Rs 1 billion on yearly basis for the purpose. The education ministry is preparing a new syllabus which will include modern subjects to be taught to these students.
The madaris have their own system of operations. About 70% of them charge Rs1,000 per student, 25% charge Rs3,000 to Rs5,000 and five percent charge Rs15,000 to Rs20,000. There are some madaris which give students basic education but many which don’t. “Now, the problem that arises is what job opportunities do these children have when complete their education. They can be employed to teach religion. Do they not have the right to become whatever they want?”

An IE D explosion targeting a security post in Shawaal tehsil of North Waziristan Tribal district Saturday last, it may be recalled , had led to the martyrdom of as many as three security personnel

Pakistani, US officials discuss Afghan peace process

Pakistani and United States officials held delegation-level talks on the Afghan peace process in Islamabad on Monday, Radio Pakistan reported.
US Special Representative for Afghan Reconciliation Zalmay Khalilzad and Principal Deputy Assistant Secretary of State for South and Central Asia Alice Wells arrived in the capital Monday for a meeting with the government’s interagency delegation led by Additional Secretary Americas Aftab Khokhar.
Meetings between Pakistani and US officials are believed to be quite significant in the backdrop of recent rounds of peace talks between the Taliban and the US in Qatar.
Earlier, the Foreign Office spokesman had also said that the meeting would be a part of “regular consultation on bilateral relationship and Afghan peace process”. On Sunday, Ambassador Khalilzad had warned that there would be no enduring peace in Afghanistan unless the Taliban adapted to the changes that had swept the country since they were ousted in 2001, added AFP.
Khalilzad is expected to meet with the Taliban in Doha in the coming days, but peace talks have been criticised for failing – so far – to include members of the Afghan government, which the Taliban view as a puppet regime. Washington wants “to put an end to their expenses in Afghanistan and the dangers the forces face but also Washington has a responsibility and wants to end this war responsibly and leave a good legacy,” Khalilzad had added.

World Bank report on Pakistan

THE World Bank while encompassing the performance of Pakistan’s economic policies has pointed out some corrective measures, future forecasts and released a report. It has increased the worries of the existing Government, which is already in a fix and needs investments and financial assistance from friendly countries and a bailout from IMF on better terms. Though the inflation and high cost of living are also burning issues in India, Sri Lanka and the Philippines, but their national income and growth are increasing satisfactorily. According to this report, our economic condition resembles with an old and worried lady who is said to be the incharge of a kitchen but has to feed more persons than her bread winners. Whether it is an agriculture, industry or services sector, all have to show their progress and earn Dollars and foreign exchange for the country. To go for a bailout package and consequently to get a loan from IMF, is not a new thing for anyone. This story starts from President Ayub Khan era in 1958, and is still in action. Whether it is PPP, Muslim League, Musharraf Government or PTI every one is included in this queue. To take or drink “debt liquor” is an old custom in our society. Mr. Imran Khan had pledged not to go for IMF and instead considered it an act of doing suicide for the country. He constantly condemned the previous Governments for approaching the IMF time and again. But the prevailing conditions have left no option for him but to go for a bailout and assistance from IMF. However, critics say if Pakistan would go earlier and adopted to go for IMF package it would have been much better.
Sometimes a bad decision is considered good than not to take any decision. As said earlier, though the inflation and high cost of living is also a pressing problem for India, Bangladesh, Sri Lanka and Philippines. But according to South Economic Focus in spite of all current and annoying issues it is again the South East Asian region whose GDP is growing fast and expected to reach the target of 7.1 % in the next two years. The World Bank insists and advises that these countries should improve their exports if they want to maintain their economic development. If we consider the exports of this region we see an interesting view of the picture. From 2005 to 2018 Pakistan exports increased from 116 to 127 US dollar and this was equal to 47 % increase, whereas the Bangladesh came to 286 % Vietnam 562 % and India 193 %. The WB says the next two years will be difficult for us as the growth rate goes down the inflation and loan process will go up. 80% of the GDP will consist of debt or loan. In 2019 the inflation will remain 7 % monitory deficit 6.9 % and the receipt from Pakistani expatriates will be able to fill the gap and offset the current deficit up to 70 %. Since last six months Pak Rupee has been subject to depreciation while the Indian Rupee got stronger in the international market. Prior to this, the Asian Development Bank while talking about our economy, claimed that our GDP had decreased at the level of 3.6 %. Our economic signals are becoming red and warning us as how and which challenges we have to face in coming future. In spite of controlling monitoring and fiscal policies the GDP shall be 3.4 % in 2019 while in 2020 it shall further decrease and come down at 2.7 %. As per WB report in 2020 the proportion of GDP and loan will go up to 80 %.
The inflation will rise up and poverty scale will further decrease. After introducing the fiscal and monitory control the GDP decrease in 2019-2020 will remain 3.4 % and 2.7 % respectively. When the signals of macro-economic factors will blink in green the export sector will become strong and GDP will again come to at 4 % level but this increase is subject to the behavior and attitude of international market while keeping the oil prices same and constant. Internal and external security should be strong and the important thing is that Pakistan should stand politically on strong basis. Even then it is expected that the inflation menace shall rise up to 7.1 % and 13.5 % in 2019-2020. Monitory deficit shall remain 6.9 % and it will further increase in 2020 due to the payment of outstanding interest. So the present situation requires from Pakistan to introduce such reforms which allows smooth working for the investors, traders and industrialists. Improvement in the taxation structure necessary reforms and consequently to create a friendly relation between the revenue authorities and taxpayers is the need of the hour. Needless to say the introduction of competiveness in trade businesses, exchange rate flexibility and elimination of uncertainty is the basic tools of economic devolvement.
To and from the IMF the uncertain situation needs to go and say goodbye. Similarly, after the presumed Pulwama Attack the reciprocal blame game has created tension, forcing India to withdraw the “Most Favoured Nation” status from us and have imposed 200 % duty on our exports. Opinion makers say that the Pakistan should also impose the same duties on the imports from India. The imports and exports from India and Pakistan are 1.6 Billion and 56 Million US Dollars totaling to 2.16 Billion US Dollars. In the meantime, Dr Ashfaq Ahmed a renowned economist has warned that we should not forget that due to CPEC Pakistan is standing today against the western powers. The World Bank, ADB and IMF have wrongly worked our GDP and national income. The IMF on the one hand forecasts that our GDP is 2.7 % and on the other hand says that we should increase our target budget and take it to 5400 Billion Rupees. It is not a fair expectation from the Pakistan Economy, so the new Guard Dr. Hafeez Shiekh and other “Economic Managers” should be alert while carrying out negotiations with IMF bosses.

Politicking on sensitive national issues

IN a democratic dispensation, the ruling and opposition parties are considered as two sides of the same coin. Though placed on opposite sides but their only purpose is to promote national causes and well being of the people according to their own perceptions and beliefs. They might differ on strategies and policies to achieve to common objective and even launch scathing criticism at each other but there is always a bipartisan approach and a well defined national narrative on issues of national concerns and state interests.
However, in the land of the pure that harmony on state interests remains an elusion. Opposition is done for the sake of opposition and sometimes to achieve their narrow political ends. The uproar by the Opposition parties on the statement of Prime Minister Imran Khan in Iran regarding the use of Pakistani soil by the terrorists is a ranting testimony of this regrettable behaviour. That surely was taken out of context as also clarified by the Office of the Prime Minister.
His visit to Iran took place in the backdrop of the killing of 14 security personnel of Pakistan at Urmara by the Baloch militants who came from their bases in Iran. In the recent past Iran has also been complaining about terrorists from Pakistani soil going into Iran to carry out terrorist activities. Pakistani security forces got four Iranian soldiers released from the custody of the terrorists on March 20 who were kidnapped by the terrorists from border with Iran last October along with eight revolutionary guards and handed them over to Iranian authorities. The Revolutionary Guards were recovered only a month after their kidnapping. It was in the backdrop of the permeating situation that both Iran and Pakistan agreed to set up a joint security force to fight terrorism and guard the common border between the two countries. That indeed is a very positive outcome of his visit to Iran and also recognition of the fact that it was imperative in view of the acts of terrorism carried on both sides by militants supported by foreign powers. It also effectively repudiated any notion of patronage of these acts by concerned states.
The cross border attacks were being carried out by the non-state actors and it was in the context of that reality that the Prime Minister referred to the use of Pakistani soil by the terrorists. The Opposition conveniently neglected statement of the Prime in which he said “Pakistan for the first time is dismantling militant groups in the country and this is not done due to any outside pressure. It is a decision made through consensus across the political spectrum not to allow Pakistani soil to be used by anyone against anyone” That was an unequivocal reiteration of our national narrative against terrorism and terrorist entities. Operation against the terrorist in Swat, operation Zarb-e-Azb in North Waziristan, operation Raddul Fasad and rigorous implementation of NAP are practical demonstrations of national narrative.
Pakistan abhors terrorism in all its manifestations and there is a zero tolerance for the non-state actors using its soil for terrorist acts in any neighbouring country or vice versa. It was in the context of the same policy and commitment that when India raised an accusing finger towards Pakistan, Prime Minister Imran offered cooperation in investigating the incident and also taking action against the perpetrators of the crime provided credible evidence of involvement of any group from Pakistan was given. It is still in the process of probing the contents of the dossier provided by India.
Yet another positive outcome of Prime Minister’s interaction with the Iranian leaders was that both sides, as per the joint statement issued at the end of the visit, while condemning terrorism in all its forms and manifestations acknowledged the great achievements of the two countries in combating terrorism and emphasized that efforts to develop regional and international cooperation in preventing counter-terrorism should be redoubled and root-causes of all types of terrorism in the region identified and addressed. It clearly indicated that Iran acknowledged Pakistan’s efforts to tackle the scourge of terrorism in the region. It is indeed regrettable that the Opposition failed to distinguish between terrorism carried out by the non-state actors and the State terrorism as practiced by India through her agents like Kalbhushan Jhadav. By mentioning Prime Minister’s statement in a different context, the Opposition has actually negated the national narrative on terrorism without visualizing its implications and repercussions. Politicking on such sensitive issues needs to be avoided in the greater national interest. Granted that Opposition has the right to criticize the government policies and act as a watchdog against the government but that right has to be exercised within the defined parameters of democratic norms and the vital national interests.
Iran and Pakistan, in the past, have enjoyed very cordial and warm relations. In 1947 Iran was the first country to recognize Pakistan after its independence. The two countries were members of the Baghdad Pact known as CENTO which was an alliance against the (erstwhile) Soviet Union during the Cold War era. They along with Turkey formed RCD which later became a larger group known as Economic Cooperation Organization (ECO). The warmth and depth of ties between the two countries could be judged from the fact that during the 1965 War Iran sided with Pakistan. It also helped in putting down insurgency in Balochistan. The things, however, changed after the Iranian Revolution and Afghan War.
The visit of Pakistani Prime Minister to Iran was a commendable move to mend fences with Iran and to recalibrate relations between the two countries to their mutual advantage. In the emerging geo-political situation and the challenges confronting the region amity between Pakistan and Iran is of utmost importance. Under the circumstance all the stakeholders in Pakistan’s future and desirous of winning a respectable place in the comity of nations must be a little more discreet in commenting on issues which have bearing on state interests.

US moves could escalate tension in ME

TURKEY, Russia and Iran on Friday condemned the US decision to recognise Israeli sovereignty over Syria’s occupied Golan Heights, which constitutes a grave violation of international law particularly the UN Security Council Resolution 497, and threatens peace and security in the Middle East. In a joint statement, the three guarantor countries of the Astana peace process in Syria reaffirmed their strong commitment to the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic and to the purposes and principles of the UN Charter. The statement came during a two-day meeting in Nur Sultan, the recently renamed Kazakh capital, following an international meeting on Syria in the Astana format. On March 25, US President Donald Trump had signed a presidential proclamation officially recognising the highlands on the border with Syria as Israel’s territory. Israel had seized the Golan Heights from Syria during the 1967 six-day war.
In his earlier move in December 2017, President Trump had formally recognized Jerusalem as the capital of Israel, reversing nearly seven decades of American foreign policy and setting in motion a plan to move the United States Embassy from Tel Aviv to the fiercely contested Holy City. “Today we finally acknowledge the obvious: that Jerusalem is Israel’s capital. It is also the right thing to do. It’s something that has to be done”, he said. Then in May 2018, President Donald Trump announced his decision to move the embassy from Tel Aviv to Jerusalem in December, calling it a long-overdue step to advance the peace process and to work towards a lasting agreement. But his step has in fact roiled the peace process, and Trump has been criticized left, right and centre by many countries in the world, and perhaps none of the countries would follow suit.
Palestinians have, indeed, undergone the longest suffering and ordeal in the annals of history. Despite various UN resolutions and accords there seems to be no end in sight to the atrocities perpetrated on them. The problem is that more than five American Presidents promised to get the UN resolutions implemented and that Palestinians would get their State, but they backtracked and did not pressurize Israel to honour its commitments. If America continues to give unqualified support to Israel, the latter will never remove settlements in the West Bank or stop constructing the new ones. The Oslo Accord was based on the principle of “Land for Peace”, and the US was a guarantor for implementation of the agreement. But Israel would not implement it. Even former President Bush’s ‘road map’ had been shredded into bits by Israel when Sharon had unilaterally announced to withdraw from Gaza Strip years ago instead of broader agreement.
It is too well known that the Israeli lobby afflicts US Congress and the President. The immense power of the Jewish lobby is a proven fact, and nobody on Capitol Hill will dare defy this all-powerful lobby. However, the unvarnished truth is that the US suffered the terror of September 11 because of its support to Israel. It is an irrefutable fact that during 1967 War Israel had deliberately attacked USS Liberty with unmarked fighters and torpedo boats causing 174 American casualties in an attempt to blame Egypt and garner American support. It had tricked America into bombing other nations such as the attack on Libya in 1986. Apart from other reasons, the date the terrorists chose for attacking World Trade Centre and Pentagon on 9/11, which was the anniversary of the League of Nations proclaiming the British Mandate in 1922 that paved the way for the creation of Palestine.
Anyhow, the United Nations General Assembly Resolution 3236 of 22nd November 1974 had recognized the right of the Palestinian people to self-determination, national independence and sovereignty in Palestine. As of August 2018, 137 of the 193 United Nations (UN) member states and two non-member states have recognized it. Except Eastern European countries Hungary, Poland, Balgaria, Romania that had recognized Palestinian State in 1988 i.e. before the demise of Soviet Union and end of the Cold War, most European countries did not recognize Palestinian state to appease the US and Israel. Spanish lawmakers had adopted a motion on 18th November 2014, which read: “Parliament urges the government to recognize Palestine as a state. This recognition should be the consequence of a process negotiated between the parties that guarantees peace and security for both, the respect of the rights of the citizens and regional stability.”
The fact however remains that despite various UN resolutions and accords, there seemed to be no end in sight to the atrocities perpetrated on the Palestinians. Unfortunately, it is a dispute between one of world’s strongest military powers i.e. Israel and armless stone throwing civilians of Palestine who had been imprisoned in Gaza through Israel’s blockade. It has to be mentioned that life in Palestine under normal conditions is unbearable, as scarcity of food, medicine and other necessities of life pose serious challenges to the people of Palestine. International community should put their act together, and must persuade Israel to implement UN resolutions to end violence in the Middle East. Be it Iraq, Libya or Syria, the situation emerged because of the US, which wanted to destroy any powerful or stable country that could pose a palpable or perceptive threat to Israel.

According to a Gilani Research Foundation Survey carried out by Gallup & Gilani Pakistan, a quarter Pakistanis (27%) spend 3 hours or more in a day watching it.
A nationally representative sample of men and women from across the four provinces was asked, “How many hours in a day do you spend watching television?” In response, 29% said that they spend an hour, 36% said 2 hours, 12% said 3 hours, 5% said 4 hours, 2% said 5 hours, and 8% said more than 5 hours. Only 7% said they do not watch TV and 1% said they did not know or wish to respond.
